Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

External School Counselor (This position is fixed-term contract, based in Phnom Penh)

S/he will manage all the students in assigned communities to ensure they are resigned and learning well. Also, s/he will work closely with students and support them in dealing with difficulty and take disciplinary action if needed. In addition, s/he record and manage student data.

2.      DUTIES AND RESPONSIBILITIES
Mission or goal of department, unit/service
1st mission: Responding for student enrollment at public school and communication with education institutes (education department, school directors and teachers)
2nd mission: Enhancing the education quality and assure the students get enough support
3rd mission: Database management
4th mission: Organizing and conducting Conseil de Discipline (CD)
5th mission: Orientating student to understand more about Vocational Training Center

Major purpose of this position in support of the above mission or goal
  • To improve the education quality – for the 2nd mission – through controlling attendance to school and providing support to students who need it.
  • To reach the fourth mission “Conseil de Discipline” through conducting the first stage of CD
Operation
1.  School registration
  • Meet the children proposed by social department into the program of EE and CREE
  • Facilitate to enroll those children with the public schools and help to find the official documents for them
2. Schools follow-up
  • Control the effectif of the students under responsibilities and movement of the students in the schools
  • Provide support to the students such as school material (uniforms, pens, books ….) and understand the needs of the students regarding to their study difficulties.
  • Exchange the information with the school teachers on the behavior and activities of the children such as: students results, study working condition,
  • Find the origin of the students difficulties and make a necessary intervention
  • Make the direct relation and contact with the students (group meeting discussion and individual meeting ) in order to know the problem personal, study and behavior)
  • Understand the academic system of the public school: planning of teaching
  • Help create the supplementary course for the poor students in the class
  • Record the absence of the students according to the protocole decided for each school and try to understand the cause of the absences (personal problem or family problems) 
  • Do the follow-up of the absence in the food program
3.      Supplementary course organized for the weak students and students orientation
  • Analyze the score of the children and organize the supplementary course for the students
  • Follow the English course and private course for the secondary students in order to improve quality
  • Collaborate with the foundation study, organize the orientation session for the students in public schools
  • Organize regular one to one meetings with the students to discuss issues faced by the the students
4.      Provide Discipline
  • Send the students absence list to the social officer for follow-up  
  • Provide the information regarding the students during the CD if needed
  • arrange the CD file to team leader
5.      Entry data of student absence
  • Collect student absence list from targeted schools through teacher responding at those schools
  • Entry student absence into Database and other related file every week
  • Entry student score every month
  • Clean data with team leader
6.      Communication
  • Communicate with other NGOs
  • Communicate with schools directors and teachers
FREQUENCY OF TASKS  Make weekly reports to his/her Team Leaders

7.      QUALIFICATION
Education Background
  • Bachelor degree in field of teaching, community development, or related fields
Working Experience
  • One year experience with other NGOs who work in the related field
Technical Competency/Skills
  • Can work under pressure
  • Can work at night time sometimes
  • Computer literacy Ms. Word, Excel, Ms. Outlook Express, Ms. Power Point
  • English or French is priority
Personal Qualities/Attitudes
  • Respect the working hours
  • Have a good attitude and talk in a good manner with the families who come to meet you.
  • Make the students and families feel confident for their information. You always listen to them first
  • Respect the confidentiality of information regarding students and families
  • Be creative and dynamic
