Education Consultant based in Kratie province with travel to field (1 position)

The Purpose of the Role
The main purpose of the role is to provide both technical and administrative assistance to the Education Program Officer in project planning, activity implementation, administrative and logistics work, field follow up and mentoring to schools and community, and project reporting.

Qualifications and Experience
Essential
  • At least a Bachelor’s degree or equivalent qualification in education or other relevant field;
  • Minimum 3 years of relevant work experience with NGOs or INGOs in the education sector, preferably in basic education;
  • Familiar with education issues and education system in Cambodia;
  • Demonstrated skills in facilitation, presentation, and communication;
  • Ability to use computer for office work and understand basic English language;
  • Ability to think critically and work independently;
  • Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches;
  • Strong commitment to SC’s Mission, Vision and Values and full adherence to SC’s Child Safe Guarding policy;
  • Sensitivity and adaptability towards culture, gender, religion, race, nationality, and age;
  • Ability and willingness to change work practices and hours, and work under time pressure to reach the deadline.
Desirable
  • Graduated from formal training in pedagogy/teaching methodology;
  • Practical experience in supporting, integrating, and retaining out-of-school children into/in education system;
  • Ability and willingness to travel and stay in remote and rural poor communities of Cambodia.

TITLE: Education Consultant
TEAM/PROGRAMME: Program Implementation, Education, Central East Area Office

LOCATION: Kratie
Schedule: at least 70% of time travelling to target schools and community
GRADE: 5
CONTRACT LENGTH: 18 months  (from June 2016 to November 2017)

CHILD SAFEGUARDING:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The main purpose of the role is to provide both technical and administrative assistance to the Education Program Officer in project planning, activity implementation, administrative and logistics work, field follow up and mentoring to schools and community, and project reporting.

SCOPE OF ROLE:
Report to: Education Program Officer

Dimensions:

The post holder will work closely with the Provincial Office of Education, Youth and Sport (POE), District Offices of Education, Youth and Sport (DOE), the education team of Save the Children, and NGO partners to deliver results to children.

KEY AREAS OF ACCOUNTABILITY:
Planning
  • Develop work plan, activity schedules, and detailed budget for project implementation on daily, weekly, monthly, quarterly, semester, and annual bases;
  • Support Programme Officers to develop project annual MEAL plan, communication plan, construction plan, and procurement plan;
  • Work with Programme Officer and NGO partner to develop project catch-up plan as needed;
Implementation:
  • Support capacity building in school leadership and management, how to mobilize local resources to support out-of-school children, school mapping, enrollment campaigns, and school tracking to DOEs, school principals, and school support committees;
  • Support schools and communities to develop and implement school improvement plan integrating priorities related to DRR/CCA, school health, child protection, etc.;
  • Work with NGO partners and DOEs to support schools and School Support Committee to carry out school mapping and enrollment campaigns, and to run remedial classes, children’s learning clubs, flexible learning, multi-grade teaching and accelerated learning program;
  • Work with NGO partners, POE, DOEs to support schools and School Support Committee to recruit and select marginalized children, and support provision of scholarships to them;
  • Work closely with parents, classroom teachers, School Support Committee, and Commune Committee for Women and Children to promote parents’ awareness of their children’s education;
  • Assist Program Officer to assess training needs for teachers and support training to teachers in adapting activities for children with learning difficulties, children with disabilities, and out-of-school children;
  • Work with Program Officer, NGO partners, schools and School Support Committee to mobilize community participation in construction and renovation of school buildings and facilities;
  • Facilitate visits in schools and community from donors, Save the Children staff, and others;
Monitoring and Evaluation:
  • Regularly monitor and follow up school construction and renovation in target community together with School Support Committee, DOEs and POE;
  • Make sure that children accessing school (including marginalized children) are properly followed up, and tracked into school tracking system (both hard and soft);
  • Provide technical support to project/program team, partners in government and NGOs to conduct regular QLE assessment at target schools;
  • Support teachers, School Support Committee, and school principals to do regular qualitative data collection and documentation of lesson learnt and success stories;
  • Provide technical support to Program Officer during training, workshops, and meetings with both partners in government and NGOs;
  • Support Program team in baseline and mid-line studies, final evaluation, and project documentation.
Reporting:
  • Write project activity reports to Program Officer on daily, weekly, monthly, quarterly, semester, and annual bases;
  • Report any important issues discovered during project implementation to Program Officer.
