We work with government partners and local NGOs to improve children’s lives, especially marginalized and disadvantaged children.

With funding support from the Japan Social Development Fund through the World Bank, Save the Children is implementing partner the Early Childhood Care and Development for Floating Villages project. Save the Children is looking for high quality, motivated national candidates to fill the position of Early Childhood Care and Development (ECCD) Consultant (Program Officer) for 2 positions, 1 based in Kampong Chhnang and 1 based in Pursat province.

The Purpose of the Role

The main role of Program Officer is to facilitate planning, implementing, monitoring and evaluation of the World Bank-supported ECCD project in the designated province, ensuring that the project’s expected outputs and outcomes are delivered effectively and efficiently, producing impacts on target children in an accountable and sustainable way. The Officer is also accountable for day-to-day compliance with donor requirements together with project team as stated in the project Operation Manual. In addition, the Officer will promote integration of ECCD project with other projects in target areas, including DRR/CCA.

Qualifications and Experience
Essential
  • At least Bachelor’s Degree in related fields (preferably in education);
  • Some experience in management of program/projects;
  • Good understanding of education in Cambodia, particularly in policies, guidelines, curriculum, systems, teaching methodology, and materials for ECCD;
  • A minimum 3-5 years of relevant work experience in education, especially ECCD or other equivalent work;
  • Strong community mobilization skills;
  • Good knowledge of budgeting and financial management skills;
  • Good interpersonal, proactive and dynamic communication skills;
  • Good computer skills in Microsoft Office;
  • Ability and willingness to travel in the province, and rural communities;
  • Willingness to abide by SCI’s Child Safe Guarding/Child Protection Policy and Code of Conduct.
Desirable
  • Long-term experience in working in ECCD using multiple approaches;
  • Minimum 2-year experience in coordination projects related to ECCD or Basic Education;
  • Good experience in working with local government and NGOs partners;
  • Strong coordination, facilitation and presentation skills will be considered a definite advantage.

TITLE: Early Childhood Care and Development (ECCD) Program Officer (2 positions)

CHILD SAFEGUARDING:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

SCOPE OF ROLE:
Reports to: ECCD Project Manager (ECCD floating Village Project Senior Advisor), based in the Area Office West in Kampong Chhnang Province.

Dimensions:
Number of direct reports: None (except POE, DOE, local NGO and WCCC/CCWC staff). The program officer support leadership, management and education technical responsibility to deliver ECCD program implementation in the province.

KEY AREAS OF ACCOUNTABILITY:

I. Project Planning:
  • Participate in development of the Country Strategic Plan, AREA Strategic Plan, and programme plans (both long and short term);
  • Work with team members and partners (with technical support from Education Coordinator/ Project Manager) to design and develop ECCD annual, semester, quarterly, monthly, weekly, and daily work plan and schedules for activity implementation, based on the originally approved proposal. This includes integration plan with other programmes and projects for AREA;
  • Develop annual MEAL plan, construction plan, communication plan, and procurement plan of designated ECCD projects for the province in discussion with relevant teams and in line with originally approved proposal;
  • Develop catch-up plan for ECCD projects in the province as needed;
  • Work with Programme Teams, AREA and team members to conduct feasibility/need assessment for development/continuation of existing and new projects for target area.
II. Project Implementation
  • Establish and maintain good communication and relationship with POE, DOE, local NGO and WCCC/CCWC partners and other civil society staff and technical working groups at the provincial and community levels.
  • Provide technical support and build capacity of POE, DOE, teachers, local NGO and WCCC/CCWC partners to set up and operate home-based and community-based ECCD in target areas;
  • Day-to-day oversees and coordinates project activities in the fields, such as construction, ECCD activities, and partner activities;
  • Provide technical support and build capacity of POE, DOE, Commune Councils, and schools to mobilize existing local resources for operation of home-based and community-based ECCD;
  • Orientate project Operational Manual to partners and key relevant stakeholders for the implementation of project activities;
  • Participate in good management of the project procurement and finance;
  • Coordinate and conduct training to core trainers, group mothers, teachers, village leaders, and WCCC/CCWCs, etc. on ECCD, health, nutrition and Child Rights, based on designed training curricula;
  • Participate in designing and developing ECCD training curricula and learning-teaching materials;
III. Project Monitoring, Evaluation, Accountability and Learning
  • Assist Project Manager and partner teams to undertake project baseline, mid-term review, and final evaluation;
  • Day-to-day monitoring and follow up of construction work and home-based and community-based ECCD activities with project team and partners;
  • Regularly follow up with and provide feedback on activities carried out by partners, making sure that partners are accountable to target children and communities;
  • Ensure the functioning of all home-based and community-based ECCD activities in all target areas;
  • Closely monitor monthly financial balance for the project and take action immediately when over or under spending occurs;
  • Support POE, DOEs, community and partners to have functional ECCD information management system and tools supporting availability and accuracy of education data and information, which are updated regularly;
  • Document results, lessons learned and models from project implementation for further dissemination and replication;
  • Support POE, DOEs, CCWC, schools and NGO partners to organize donor coordination meetings to ensure harmonization and alignment of education intervention and integration concept.
IV. Project Report and Visit
  • Assist POE, DOE, teachers, local NGO, CC and CCWC partners in developing project reports, documentation of experiences, lessons learnt and case stories;
  • Coordinate visits from donors and others;
  • Write reports and case studies for submission to Project Manager.
Emergency Preparedness and Response
  • Take into account the risk lens (including DRR, CCA) through the project cycle management to ensure disaster proof programming;
  • Participate in Education program in emergency preparedness and response and deploy on time during emergency.
Occasional duties
  • Undertake other tasks required by line management.
