We work with government partners and local NGOs to improve children’s lives, especially marginalized and disadvantaged children.
With funding support from the Japan Social Development Fund through the World Bank, Save the Children is implementing partner the Early Childhood Care and Development for Floating Villages project. Save the Children is looking for high quality, motivated national candidates to fill the position of Early Childhood Care and Development (ECCD) Consultant (Program Officer) for 2 positions, 1 based in Kampong Chhnang and 1 based in Pursat province.
The Purpose of the Role
The main role of Program Officer is to facilitate planning, implementing, monitoring and evaluation of the World Bank-supported ECCD project in the designated province, ensuring that the project’s expected outputs and outcomes are delivered effectively and efficiently, producing impacts on target children in an accountable and sustainable way. The Officer is also accountable for day-to-day compliance with donor requirements together with project team as stated in the project Operation Manual. In addition, the Officer will promote integration of ECCD project with other projects in target areas, including DRR/CCA.
Qualifications and Experience
Essential
- At least Bachelor’s Degree in related fields (preferably in education);
- Some experience in management of program/projects;
- Good understanding of education in Cambodia, particularly in policies, guidelines, curriculum, systems, teaching methodology, and materials for ECCD;
- A minimum 3-5 years of relevant work experience in education, especially ECCD or other equivalent work;
- Strong community mobilization skills;
- Good knowledge of budgeting and financial management skills;
- Good interpersonal, proactive and dynamic communication skills;
- Good computer skills in Microsoft Office;
- Ability and willingness to travel in the province, and rural communities;
- Willingness to abide by SCI’s Child Safe Guarding/Child Protection Policy and Code of Conduct.
- Long-term experience in working in ECCD using multiple approaches;
- Minimum 2-year experience in coordination projects related to ECCD or Basic Education;
- Good experience in working with local government and NGOs partners;
- Strong coordination, facilitation and presentation skills will be considered a definite advantage.

Advisor), based in the Area Office

Dimensions:
Number of direct reports: None (except POE, DOE, local NGO and
WCCC/CCWC staff). The program officer support leadership, management and education technical responsibility to deliver ECCD program implementation
in the province.
