Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by
Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap. We are looking for qualified candidates for the positions below.
Community Service Centre Supervisor (This position is fixed-term contract, based in Sihanouk Ville)
S/he will manage day-to-day operation of kindergarten activities, extra curriculum activities and after school activities in his/her assigned community. Also, s/he will work closely and manage the team in the center to ensure they are delivering and performing their job well.

Mission of the Position
|
The global goal of CSC is to improve the quality
of each family within the community throughout Education, Sanitation, Skill
improvement and good living community and child safe and nutrition.
In order to achieve the global goal, CSC
supervisor has to challenge against the following mission:
- Build close relationship with families to strengthen the basic
education and to reduce
- number of the drop-out.
- Improve the community situation such as sanitation, revenue, nutrition,
child safe etc..
- Motive and inform the community about the upcoming news on social
responsibilities, educational improvement and sanitation and hygiene.

3.
Duties and Responsibilities
|
3.1: Overall Responsibility
CSC coordinator is in charge of the
day-to-day operations of kindergarten,
Extra Curricular Activities Program
(ECAP) and after-school activities. He/she must cooperate with teachers,
coaches, librarians, counselors, support staff and other employees in the
center in order to ensure the good working process of the responsive
Community Service Center.
3.2: Key Areas
of Responsibility
3.2.1: CSC Coordination and
Monitoring
- Work out with immediate manager in order to keep track and follow up
each CSC to go through smooth process and development.
- keep teachers and/or caretaker to be trained and motivated
- make sure all CSC staff are working effectively with the objectives
provided
- CSC teachers and staff discipline control
3.2.2:
Management Tasks: lead the CSC
& ECAP team by the four main functions of
management
Planning,
- Manage the
individual objectives of each team mate
- Develop the
weekly, monthly and yearly planning of the program
- Introduce the
team meeting as well as program reports
- Program
assessment and evaluation
Organizing,
- Staff weekly
and monthly meeting
- Staff
performance interview and evaluation
- Staff training
and development
- The smooth
process of enrolment and program processing
Leading
and
- Staff to
develop their POA as weekly, monthly and yearly
- Staff to
perform their proper tasks
- Motivate the
team mate to perform their regular tasks
- Staff to
recruit, and enroll new students
- Giving advice
and coaching the team
Controlling
- Staff working
process and hour
- Daily
operation of work performance of each team mate
- Quality of
education of the program
Introduce
a clear working procedures to the team as well as to the relevant offices
Guarantee
PSE global spirit within the team and relevant offices
3.2.3: Operation Tasks
Monitor the kindergarten
program and after-school activities
- collaborate with kindergarten teacher and immediate manager to set up
and introduce the program development and academic programs
- monitor students' progress
- visit classrooms to evaluate teaching methods and provide performance
standards for teachers and other employees
- prepare reports on student attendance and performance
- make sure the school adheres to the NGO kindergarten program standards
- prepare overseeing annual or semi-annual testing as well as preparing
reports on students' performances and initiating test preparation for
students and teachers
- Be responsible for students discipline and hygiene
- Collaborate with coordinator for spare time activities to arrange
after-school activities for the community kids & youth such as sport,
arts, library, outdoor education, extracurricular activities
- Assure that all kids/youth are in a safe condition during their time
joining the activities in the center
Be a liaison between PSE and
community family
- Be a key contact for the community family to consult the problem
- Pass the issue to the certain section/department to solve and keep
follow up
- Collaborate with related section/department to prepare an orientation
session about PSE programs to the community
Food providing to students and
family needed
- Make sure all food are well prepare on time for each meal time
(breakfast, lunch and afternoon snack)
- Control the food quality (taste, hygiene, freshness…) & quantity
with its appropriate expense
Other task
- preparing and control budgets
- Control to make sure an effective use with saving concept for the
students’ study materials, office materials, hygiene materials.

- Follow up

3.2.4:
Administrative Tasks
- Be responsible
for developing annual budget for the team (operation and investment)
- Expense
control and follow up by on the accounting department procedure
- Motive the PSE
spirit in term of spending
- Control the
daily use of PSE equipment and properties in good condition
- Update and
keep the students information documents in good condition, requirements, and
secure.
3.2.5: Communication Tasks
- Keep good
relation with community chefs and other relevant authorities.
- Improve the
good communication with all stakeholders in and outside PSE
- Provide
effective communication with students as long as their problems have been
raised
- Communicate
with relevant offices for the sake of program improvement and PSE spirit
3.2.6: Program Improvement Tasks
Introduce the
new procedures in order to develop the program
Encourage team
mates to produce more improvement tasks for the program
Be the
creative persons in order to provide accessible solution to the team
3.6: Team and Personal Development Tasks
- Search for
improvement training for the team
- Propose the
inquired training as need by the team
- Develop
training for the team base on the actual situation

4.
Qualification Required:
Education Background
- Bachelor
Degree in Management, Social Science, Education Management or Studies
Development or other related field
- Pedagogy
certificate is a plus
Working
Experience
- At least 1
years working experience in the field of social science or education
- At least 1
years experiences in working with vulnerable children or lower education
people

of English (French is a plus)
- Computer skill
in Ms-Word, Ms-Excel, Ms-Power Point and Ms-Access is needed
