Program Coordinator (Re-Advertisement)

Save the Children’s mission is to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives. Save the Children programs focus on Education, Health, Child Rights Governance, Child Protection and Humanitarian. We work with government partners and local NGOs to improve children’s live especially marginalized and disadvantaged children. Save the Children is looking for a qualified and motivated national candidate to fill in the position of Program Coordinator based in Prey Veng province.

The Purpose of the Role
Program Coordinator will provide leadership, management and coordination the integrated-program implementation in between the Child Rights Governance and Child Protection thematic. S/he will be responsible for projects implementation with local NGO partner(s) in Prey Veng province, s/he will continue to provide technical support both program and budgeting to ensure local NGO partner(s) well understand and deliver high program quality. S/he has to be well strengthening good coordination and liaison with sub-national authorities (e.g. provincial to commune levels) which is enabling healthy working atmosphere, harmonization, and ownership of this primary duty bearer.

Qualifications and Experience
  • Degree in law, social sciences or extensive and substantive relevant practical experience may be considered in lieu of a Degree
  • Excellent interpersonal, communication and presentation skills
  • Commitment to and understand of Save the Children’s aims, values and principles, including rights based approaches
  • Strong commitment to Save the Children’s Mission, Vision and Values and full adherence to SC’s Child Safe Guarding
  • Minimum 3 years of child rights related working experience including advocacy work
  • Proficiency in Microsoft Office
  • Good understanding about state budget analysis, children's rights, citizenship rights and child participation rights
  • Be able to develop positive working relationships with government sectors, partners and other stakeholders particularly at community and sub-national level
  • Be able to work as part of a team with minimum supervision in a provincial location
  • Willing to live and work in provincial locations
  • Willingness to abide by SC Child Safe Guarding /Child Protection Policy and Code of Conduct.

Position Title: Program Coordinator 

TEAM/PROGRAMME: Child Rights Governance and Child Protection (under projects of Norad, EU and Child Protection)

LOCATION: Prey Veng office -
travel to field (districts and communities) - at least 60% of time

Child Safeguarding:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
Program Coordinator will provide leadership, management and coordination the integrated-program implementation in between the Child Rights Governance and Child Protection thematic. SCOPE OF ROLE:
Program Coordinator will be responsible to oversight, and working in close with local NGO partner(s) through insight technical support on project cycle management-planning, program budgeting, reporting. S/he will provide technical support to local partner(s) on development an integrated program implementation with good harmonization between CRG and CP thematic. S/he will be directly support by Provincial Coordinator, and lead a clear communication on program implementation with local NGO partner(s). 
  
Reports to: Provincial Coordinator, Prey Veng province

Dimensions: The position mainly works to ensure good collaboration, integration and harmonization with NGO implementing partner in the province between CRG and CP. Most of project budget is implemented by partners (NGO/CBO and Government).

KEY AREAS OF ACCOUNTABILITY:
As a member of the Provincial Management Team:
  • Take leadership and management to ensure harmonization of program integration Child Rights Governance (CRG) and Child Protection (CP) programs in the province
  • Take lead in comprehensive budget development for all integrated projects of CRG and CP, ensuring cost efficiency and effectiveness
  • Take leadership and management to support in implementation of joint/ integration plan in the same target areas   
  • Work with Provincial Coordinator to provide good guidance and effective communication flow with NGO partners who implement multi projects in the same target areas
  • Work with Provincial Coordinator to lead and manage for effective coordination and communication with relevant thematic functions of the provincial and Phnom Penh’s offices to promote good harmonization of integration and team work
Overall roles and responsibilities:
  • Support NGO partners, local authorities and key stakeholders to promote good governance and Investment in Children for sustainable development
  • Support team and NGO partners to identify capacity needs and mobilize support from relevant thematic teams to provide capacity building as necessary   
  • Support local NGO partners to strengthen the capacity and function of Women Consultative Committee for Children (WCCC), Commune Councils and CCWC in relation to their roles  and responsibilities
  • Work with project team to ensure the engagement with existing CBO’s such as Women's Collectives,  children and youth groups, commune village safety groups and other key community members in monitoring the Commune  budget
  • Support the integration of children’s participation and investment in children concepts into all partner’s programmes at sub national level   
  • Fostering links between commune, district, and provincial department and key stakeholders (including children) for increased involvement of children and youth in decision making processes
  •  Facilitate the participation of NGO partner, children and youth and other community members in the  development of Commune Investment Plans and budgets Provide technical support to NGO partner to support quarterly and monthly meetings of  CCs, CCWC, children and youth
  • Strengthen the capacities of children and youth groups to undertake participatory action research in their communities. Ensure synergy, integration and harmonization with other program activities implemented by Save the Children and other stakeholders in the same areas
Planning and Reporting:
  • Coordinate with relevant thematic managers, coordinators, advisors and specialists to support for conducting proper kick-off meeting and preparing the detailed implementation plan
  • Work with Provincial Coordinator to consolidate and integrate planning aligned with the government provincial plan through decentralization and de-concentration processes
  • On-going support and coaching NGO partners to implement their roles smoothly, including the development of project narrative plans and budget
  • Lead to develop project progress reports and project catch-up plan with NGO partners to ensure the implementation is on the right track  
Budget and Financial Management:
  • Work with Provincial Coordinator to develop proper integrated budget plan and ensure cost effectiveness to maximize benefits for children
  • Manage and track integrated budget plan and expenditure to ensure the alignment with donor’s requirement and compliance
  • Support NGO partners to provide proper monthly and quarterly variance explanation and develop proper budget catch-up plan to ensure all activities implemented and budget was spent as plan set
Networking and external communication:
  • Be a professional representative of Save the Children with relevant government provincial departments, government technical committee/ working groups and other CSO networks
  • Build good relationship with Provincial Advisors of NCDD at sub-national to ensure holistic representation of Save the Children to align with decentralization and de-concentration planning process
Monitoring, Evaluation, Feedback and learning
  • Conduct regular field monitoring and coaching to relevant government offices at provincial, district and  commune level, including  CCWC and local NGO partner of all project aspects
  • Mobilize technical support from M&E unit to support team and NGO partners on output tracking, MEAL/ SPELL report writing
  • Lead to conduct reflection meetings with NGO partners by using data/ documents of field-visit to improve project implementation and quality  
  • Technical support to  local NGO partner work plans, budgeting, M&E log frame and proposals
  • Promote sharing learning of good practice among SCI program and partners ;
  • Ensure sound documentation,  participate in case studies and systematically collect total reach data
  • Keep records of the project implementation and performance and prepare project reports
Compliance and standards
  • Develop budget with cost effective principles and maximize use of local resources meeting SCI’s policy and donors’ regulation
  • Ensure the sound financial and procurement management of project implementation at sub national level
Emergency Preparedness and Response
  • Take into account the risk lens (including DRR) through the project cycle management to ensure disaster proof programming
  • Participate in child rights governance program in emergency preparedness and deployment of response
  • Participate in the development of Emergency Preparedness Plan and Response including building capacity of partners to deploy on time within (48-72 hours).
 Occasional Duties:
  • Willingness to undertake any other relevant responsibilities entrusted by the Line Manager as and when requested
