We work with government partners and local NGOs to improve children’s lives, especially marginalized and disadvantaged children.

With funding support from the Japan Social Development Fund through the World Bank, Save the Children is implementing partner the Early Childhood Care and Development for Floating Villages project. Save the Children is looking for high quality, motivated national candidate to fill in the position of Procurement Assistant for this project based in Phnom Penh with travel to the field when requires.

The Purpose of the Role

The Procurement Assistant will ensure the procurement under this project is compliant with the provisions of the Procurement Manual of Externally Assisted Projects/Programs and the World Bank’s “Guidelines: Procurement Under IBRD Loans and IDA Credits” dated January, 2011; and ensure all selection of Consultants follows the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” dated January 2011.

Qualifications and Experience
Essential
  • At least University degree in business/economics/ or other relevant fields;
  • At least 03 years’ experience in procurement work;
  • Experience with World Bank financed project or similar donor financed project is preferable;  
  • Written and spoken proficiency in English and Khmer;
  • Strong communication skills and team work experience; and
  • Creative, and willing to take on challenges.
Desirable
  • Existing relationships with local NGO partners in targeted communes

TITLE: Procurement Assistant
TEAM/PROGRAMME: Education - Early Childhood Care and Development for Floating Villages Project, Project ID: P146085

LOCATION: Phnom Penh with travel to the field when requires

GRADE: 5 (package benefit contract)
CONTRACT LENGTH: 22 months

CHILD SAFEGUARDING:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs;  because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The project development objective of the Early Childhood Care and Development (ECCD) for Floating Villages project is to improve access to quality ECCD services through community and home-based programs for 0 to 5-year-olds, particularly for those from disadvantaged backgrounds, in the targeted areas.

The Project’s main beneficiaries will be 0 to 5 year old children (13,383 children including 6,692 female) in the target villages. The children come from diverse groups including: children with disabilities, children from the poorest families and those who are chronically malnourished. The project will support their parents and caregivers through Home-Based and Community-Based ECCD Programs. The Project will also provide supports to teachers, MoEYS staff and community people through capacity building and campaign activities. The target groups are living in 137 villages along the Tonle Sap River and Tonle Sap Lake in Kampong Chhnang and Pursat provinces, where there is a high incidence of poor quality education services, high malnutrition rates, and low access to and poor quality of health services, water and sanitation.

The Procurement Assistant will have to ensure the procurement under project is compliance in accordance with the provisions of the Procurement Manual of Externally Assisted Projects/Programs and the World Bank’s “Guidelines: Procurement Under IBRD Loans and IDA Credits” dated January, 2011; and “Guidelines: Selection of Consultants will follow the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” dated January 2011.

SCOPE OF ROLE:
Reports to: Procurement and Logistics Manager

KEY AREAS OF ACCOUNTABILITY:
  • Assist Procurement Coordinator to prepare an overall annual procurement plan of all goods and services to be procured under the project. The annual procurement plan agreed by SCI and WB must be implemented as planned.
  • Provide technical support to Procurement Coordinator in all procurement aspects
  • Providing advice, information and reports on procurement issues and the Project’s procurement as required
  • Ensure the procurement under Project is compliance in accordance with the provisions of the Procurement Manual of Externally Assisted Projects/Programs and the World Bank’s “Guidelines: Procurement Under IBRD Loans and IDA Credits” dated January, 2011; and “Guidelines: Selection of Consultants will follow the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” dated January 2011.
  • Prepare bidding documents on basis of the Procurement Manual of Externally Assisted Projects/Programs, bid advertisement, and bid evaluation reports in accordance with provisions of the Donor Financing Agreement and above procurement guideline.
  • Provide technical support to the Evaluation Committee formed by SCI (a) conducting bid opening, preparation of the in minutes of bid opening, evaluation of the bid, and preparation of bid evaluation report with recommendations for the award of contract, (b) evaluation of consultant’s proposals and preparation of evaluation reports, where necessary.
  • Provide support to handle procurement monitoring, record keeping system and all correspondences relating bidding, bill evaluation and contracting including obtaining "no objection" from WB, where necessary.
  • Prepare quarterly and annually procurement monitoring reports, and other report may requested by project
  • Provide assistance to review all payment requests received from a supplier/consultant confirming (or otherwise) that the contractual payment is due obtaining validation and approval of the payment request as necessary and confirming that the conditions of contract triggering the payment have been met.
  • Provide support to the audits of the Program’s finances and responding to audit findings/results
  • Responsible for arranging all logistics required by Project.
  • Provide support for maintaining and proper control of project assets
  • Any other duties to assist the project
