Save the Children’s mission is to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives. Save the Children programs focus on Education, Health and Nutrition, Child Rights Governance, Child Protection, Child Poverty and Humanitarian/DRR. We work with government partners and local NGOs to improve children’s lives, especially marginalized and disadvantaged children.
With funding support from the Japan Social Development Fund through the World Bank, Save the Children is implementing partner the Early Childhood Care and Development for Floating Villages project. Save the Children is looking for high quality, motivated national candidate to fill in the position of Procurement Assistant for this project based in Phnom Penh with travel to the field when requires.
The Purpose of the Role
The Procurement Assistant will ensure the procurement under this project is compliant with the provisions of the Procurement Manual of Externally Assisted Projects/Programs and the World Bank’s “Guidelines: Procurement Under IBRD Loans and IDA Credits” dated January, 2011; and ensure all selection of Consultants follows the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” dated January 2011.
Qualifications and Experience
Essential
- At least University degree in business/economics/ or other relevant fields;
- At least 03 years’ experience in procurement work;
- Experience with World Bank financed project or similar donor financed project is preferable;
- Written and spoken proficiency in English and Khmer;
- Strong communication skills and team work experience; and
- Creative, and willing to take on challenges.
- Existing relationships with local NGO partners in targeted communes

ROLE PURPOSE:
The project development objective of the Early Childhood Care and
Development (ECCD) for Floating Villages project is to improve access to
quality ECCD services through community and home-based programs for 0 to
5-year-olds, particularly for those from disadvantaged backgrounds, in the
targeted areas.
The Project’s main beneficiaries will be 0 to 5 year old children
(13,383 children including 6,692 female) in the target villages. The children
come from diverse groups including: children with disabilities, children from
the poorest families and those who are chronically malnourished. The project
will support their parents and caregivers through Home-Based and
Community-Based ECCD Programs. The Project will also provide supports to
teachers, MoEYS staff and community people through capacity building and
campaign activities. The target groups are living in 137 villages along the
Tonle Sap River and Tonle Sap Lake in Kampong Chhnang and Pursat provinces,
where there is a high incidence of poor quality education services, high
malnutrition rates, and low access to and poor quality of health services,
water and sanitation.
The Procurement Assistant will
