Save the
Children in Cambodia has received funding from USAID and the U.S.
Government’s Feed the Future Initiative for the implementation of the
NOURISH Project. Save the Children intends to identify local qualified
organization for the Development of the Mobile Application and Structural Development Support for Monthly Monitoring Data Collection for the NOURISH Project.
To be considered eligible and qualified, the supplier must have:
- Advanced university degree in software engineering, computer science or related fields with solid foundation in mobile application development, with strong competencies in data structure, algorithms and human-centered design
- At least five years of professional work experience in mobile application development, preferable in Cambodia and/or with Khmer Language
- Deep technical knowledge of mobile application development – especially Smart phone platform/tablets platform
- Technical coding skills with Python, objective C or C++, My SQL, SQL Server, Java, HTML5
- Knowledge of Rapid SMS & Rapid pro is an asset
- Experience in setting up and managing SMS gateway and integration with MNOs.
- Supplier’s business registrations and tax certificate (including US-based company)

Terms of References
I. Background
In June 2014, USAID Cambodia awarded a five-year integrated
nutrition, hygiene and sanitation project known as NOURISH. Led by Save
the Children, NOURISH is implemented in close collaboration with the
host-country government, two international non-government
organizations—The Manoff Group and SNV Netherlands Development
Organization (SNV) —and three local NGO-partners—Partners in Compassion,
Operations Enfants du Cambodge, and Wathnakpheap.
With funding from USAID and the U.S. Presidential Initiative Feed the
Future, NOURISH works to assist the Royal Government of Cambodia in
accelerating stunting reduction by focusing on key multi-sectoral
determinants of chronic malnutrition in Cambodia. From the beginning of
the project implementation NOURISH developed project Monitoring and
Evaluation Plan (MEP) that serves as a central tool for managing and
documenting project’s performance. It enables timely and consistent
collection of comparable performance data in order to make informed
program management decisions. The paper-based system is currently in
place with the help of numerous English-Khmer data collection forms
filled out by over 30 project field (District Officers and WASH
Officers) staff spread out across three Cambodian provinces. Data is
reviewed by (Senior) Program Officer or Technical Advisors for quality
before it is released to the Monitoring and Evaluation (M&E) unit.
The data and information from these forms is then entered into a
computer-based MIS designed by NOURISH staff in Access and is managed by
M&E unit that generates project reports. Project MIS is password
protected, and allows the staff to quickly track and report on program
activity to USAID and to monitor progress.
In 2017, NOURISH is planning to switch from paper to smart phones for
routine monitoring data collection efforts that will feed directly into
NOURISH Access-based MIS. This activity will entail development and
field-testing of the user-friendly English-Khmer data entry application
for Smart phones (i-SO and Androids) linked to the existing NOURISH MIS
and introduction of new data collection efforts in select communes as a
pilot. Therefore, Save the Children is now looking for a qualified
Cambodian or US-based firm to develop mobile application and provide
structural development support for routine monitoring data collection
efforts.
II. Purpose
The purpose of this scope of work is to develop English-Khmer simple
and intuitive mobile application for NOURISH digital monitoring data
collection as well as to provide back-end development support to NOURISH
Management Information System (MIS) developed in support of the project
implementation and monitoring. Application needs to fully meet
requirements of USAID and Feed the Future for project data management,
including supportive paperwork for standard project indicators.
III. Scope of work
Details of tasks to be performed and deliverables as the follows:
A. Develop and/or customize of mobile application structure
- Work closely with NOURISH M&E Unit to consult about structures and forms to develop interface application form.
- Develop application based on NOURISH digital monitoring forms and dynamic data for all requirement of the project.
- The basic functionality required by the application as the following;
- Record data
- Taking photos of supporting paperwork
- Taking and saving picture with geo-location (GPS Coordinates)
- Be able to enter data with various type of field like text, numeric, drop down menus and radio button etc.
- Capture data and work online and offline modes with limited or connectivity
- Enter data from smart phones and computer
- Create “approval” functionality before filed data is released to the M&E Unit
B. Develop of servers, databases, and back end services
- Propose set up and deploy servers hosting the back end architecture (web services, database, etc.) to receive, store, sort, use, and archive data
- Provide support and maintenance
- Re-designed back-end database structure according to M&E Unit instructions and specifications
- Provide soft code and application
- Provide training and capacity building to M&E Unit for using mobile application
- Advise and support for development of database in backend for data storage in cloud
IV. Required Qualifications

V. Expected Outputs/Deliverables:
Timeframe for the initial stage is January 16 –
February 38, 2017. A detailed work-plan of the assignment will be
further developed and agreed upon between the firm and NOURISH/Save the
Children once the work has commenced.

VI. Budget and Financial Arrangements
All professional fee should be quoted as fixed fees
for each deliverable. Any travel costs for meetings with M&E Unit
and technical staff should be included in the proposal. Specifications
of the testing phone will be provided for development purposes, but all
equipment (e.g. laptop, etc.) needed to produce the deliverables will be
provided by the firm.
VII. Contract Period
The contract is intended to be completed by February
28, 2017. The firm must be in-country in order to have regular access to
the M&E Unit. An initial in-person consultation will be necessary
to set the expectations and system-level context for the deliverables.
