We work with government partners and local NGOs to improve children’s live especially marginalized and disadvantaged children. Save the Children is looking for high quality national motivated a candidates to fill in the position of MEAL Coordinator, Education based in Phnom Penh with travel to field.

The Purpose of the Role
The MEAL Coordinator leads in design, implementation and management of a Monitoring, Evaluation, Accountability and Learning (MEAL) framework for education program including Early Childhood Care and Development (ECCD) and Basic Education (BE). He/She will support project staff and partners to roll out Save the Children MEAL system to ensure all education projects and program implement a high quality MEAL plan.

He/She will help to build the capacity of education project/program staff and partners in MEAL, database design, data collection, data entry and analysis, and quality benchmarks. He/she manages data collection, verification, analyzing, and reporting on the education statistic, QLE, learning outcomes tests, donors’ output and outcome indicators, and SCI global education outcome indicators including Total Reach and Child Participation.

S/he will oversee MEAL reporting for ECCD and BE programs, including M&E report against indicators, Baseline and Evaluation reports, and other lessons learned documents. S/he will widely share these reports with partners and the education team to inform project design and implementation, and building evidence for the education thematic learning agenda.

Qualifications and Experience
Essential
  • Degree in education, IT, social sciences or relevant field to Monitoring and Evaluation, and Data Management.
  • Extensive and substantive relevant practical experience may be considered in lieu of a Degree.
  • Minimum 5 years of relevant work experience, including in M&E of education programs
  • Knowledge of database software and operations, preferably advanced Excel, Epi-data, Map-information, SPSS and Access.
  • Proficiency in Microsoft Office
  • Strong communication and writing skills
  • Strong synthesis and analysis skills
  • Strong facilitation and presentation skills will be considered a definite advantage.
  • Ability and willingness to travel to provinces, and willingness to abide by SC’s Child Protection Policy and Code of Conduct.
  • Fluency in written and spoken English and Khmer.
Desirable
  • Existing relationships with local NGO and Government partners.
  • Bright, analytical, independent and reliable person
  • Ability to work with minimum supervision, and solve problems independently.
  • Ability to identify and solve issues relating to monitoring and evaluation.

Position Title: MEAL Coordinator, Education

TEAM/PROGRAMME: MEAL Unit, Program Development Quality, Cambodia Country Office
LOCATION: Phnom Penh – travel to field – at least 30% of time

Child Safeguarding:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

SCOPE OF ROLE:
Reports to: MEAL Specialist
Dimensions: This position is responsible for the Monitoring, Evaluating, Accountability and Learning system for education projects and program, with support and supervision from MEAL Specialist.
The Country Office Education program receives funding from different sources of funds (SoF) for various projects. All projects need to collect data and produce reports to the donors with timely and accurate data to track project output and outcome indicators. 

KEY AREAS OF ACCOUNTABILITY:
Coordination and facilitation
  • Facilitate and coordinate with project staff and all partners under education projects/program to ensure MEAL plan implementation. The MEAL plan is updated on an annually basis.
  • Facilitate the training and workshop on capacity development to staff and partner on MEAL system, including the use of education database.
  • Coordinate and facilitate with all education projects and partners to develop and implement the Quality Benchmark and Feedback & Response Mechanism
  • Coordinate and facilitate with project staff and partners to record and collect project data against output and outcome indicators in approval plan followed the approval template and tools in MEAL guidance document. Ensure the consolidation of data and review for accuracy, completeness, and timeliness as per project requirements of education statistics (including school mapping), QLE assessment, learning outcomes test, Total Reach, and Child Participation.
  • Lead project and partner team to develop MEAL guidelines, tools, and lesson learned document especially at the impact level. Ensure clear guidelines on project indicators and counting methodology.
  • Support consultant team to conduct project baseline, mid-line and evaluation.
Data management
  • Collect, verify, enter, and consolidate data to produce reports for ECCD and BE projects to meet the SCI and donor requirements. Typical data required for reporting project outputs and outcomes includes education statistics, QLE assessment, learning outcomes test, and SCI global indicators
  • Ensure that all relevant data are reliable and updated into education database, including the support for data entry and verification.
  • Prepare data for processing by organizing information, checking for any inaccuracies, and collect any additional information where needed
  • Generate data based on the requirement and needs from team and manager
  • Document and share lessons learned from baselines, surveys, assessments, research, and evaluations
  • Conduct field visit and sport check to ensure the application of MEAL guideline and tools on the right direction, and data quality
  • Support the education projects and partners to establish and update school mapping (household mapping) to ensure the accurate data is used for the project report.
  • Collect update education information and data (EMIS) from Ministry of Education and other Ministries to store in database.
  • Support developing education data collection tools using IT when needed
  • Lead in conducting quality data assessment related to project baseline, mid-line and evaluation.
Reporting, Reflection, and Data Application
  • Collect, enter, and consolidate data to produce M&E report to submit to the team, line manager, and donor according to the deadline.
  • Follow up the M&E report with project team and partner through monthly/quarterly reflection meeting.
  • Gather and document project lessons learned and case studies for project advocacy purpose.
Monitoring and Feedback
  • Support education team and partner to develop education monitoring tools and guides based on to the education thematic results framework and project needs.
  • Conduct regular monitoring activity in the fields to support staff and partners to implement the MEAL plan
  • Document findings and make recommendations to the supervisor
  • Provide constructive feedback, coaching and mentoring to field staff and partner to improve their MEAL work
  • Pilot new innovative approaches and document lessons learnt for wider use in education program where appropriate
  • Support education team and partner to use the findings from baseline, mid-line and evaluation to follow up with relevant stakeholders, including schools and community, for their improvement plans. 
Emergency Preparedness and Response
  • Participate in emergency preparedness and response
  • Support rapid assessment and in-depth assessment during the humanitarian response
Other tasks required
  • Undertake other tasks required by line management.
