Save the Children is looking for high quality national motivated a candidates to fill in the position of MEAL Coordinator, Education based in Phnom Penh with travel to field.
The Purpose of the Role
The MEAL Coordinator leads in design, implementation and management of a Monitoring, Evaluation, Accountability and Learning (MEAL) framework for education program including Early Childhood Care and Development (ECCD) and Basic Education (BE). He/She will support project staff and partners to roll out Save the Children MEAL system to ensure all education projects and program implement a high quality MEAL plan.
He/She will help to build the capacity of education project/program staff and partners in MEAL, database design, data collection, data entry and analysis, and quality benchmarks. He/she manages data collection, verification, analyzing, and reporting on the education statistic, QLE, learning outcomes tests, donors’ output and outcome indicators, and SCI global education outcome indicators including Total Reach and Child Participation.
S/he will oversee MEAL reporting for ECCD and BE programs, including M&E report against indicators, Baseline and Evaluation reports, and other lessons learned documents. S/he will widely share these reports with partners and the education team to inform project design and implementation, and building evidence for the education thematic learning agenda.
Qualifications and Experience
Essential
- Degree in education, IT, social sciences or relevant field to Monitoring and Evaluation, and Data Management.
- Extensive and substantive relevant practical experience may be considered in lieu of a Degree.
- Minimum 5 years of relevant work experience, including in M&E of education programs
- Knowledge of database software and operations, preferably advanced Excel, Epi-data, Map-information, SPSS and Access.
- Proficiency in Microsoft Office
- Strong communication and writing skills
- Strong synthesis and analysis skills
- Strong facilitation and presentation skills will be considered a definite advantage.
- Ability and willingness to travel to provinces, and willingness to abide by SC’s Child Protection Policy and Code of Conduct.
- Fluency in written and spoken English and Khmer.
- Existing relationships with local NGO and Government partners.
- Bright, analytical, independent and reliable person
- Ability to work with minimum supervision, and solve problems independently.
- Ability to identify and solve issues relating to monitoring and evaluation.

SCOPE OF ROLE: Reports to: MEAL Specialist Dimensions: This position is responsible for the Monitoring, Evaluating, Accountability and Learning system for education projects and program, with support and supervision from MEAL Specialist. The Country Office Education program receives funding from different sources of funds (SoF) for various projects. All projects need to collect data and produce reports to the donors with timely and accurate data to track project output and outcome indicators. |
