M & E Consultant for Project Evaluation

Background
Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. Good Neighbors Cambodia is implementing long term integrated projects, more than 10 years, focusing on sponsorship, education, health, water & sanitation, income generation & partnership building in some provinces of Cambodia; and we are expanding more projects to other provinces to meet our rapid growth. Good Neighbors Cambodia (GNC) is the field country that has been implementing its projects in Cambodia since 2002.

Overall purpose of the consultancy
To evaluate the impact of Community Development Project base in Sangkat Cheung Aek, Khan Dongkor, Phnom Penh after it has competed for 2 years of implementation health center funding from Korea.

The purpose this evaluation is to assess the changes and development made toward achieving project goal or sector objective that can learn.

Methodology of working

• Review of relevant documents of the project (participatory appraisal form, Project Proposal form ,CDP progress report, Semi and Annual report, Quarterly achievement report, Log-frame, Annual Review).
• The research process will be used through individual interview, in-depth information from relevant partners and observation. Individual interview:

         - 238 HH surveys
         - 1 OD, 1 HC, 2  HC Staff
         - 3 village chiefs, 1 commune chief (Sangkat Cheung Aek)
         - Project staff members

• A draft report submitted to GNC for comments. A final report that is a professional and technically sound document incorporating analysis of the information gathered and providing recommendations

Result Expected

1. Effectiveness: To assess the progress of the project against plan
2. Efficiency: To measure of how inputs compare to outputs.
3. Relevancy: To assess how appropriate was the project to the situation in the communities
4. Sustainability: To provide recommendation and feedback for Sustainability at the community group level.
5. Impact: What has the project produced positive and negative changes directly or indirectly, as a result of the Implementation of the project.

Requirement

• Master degree in public health or related field
• Experience in consultancy work related to project evaluation
• Experience working with community people

Schedule and dates

• Design Research Methodologies, Pre-training to research team: 9-11 December 2016
• Data collection & analysis: 12-19 December 2016
• Write draft report: 19-30 December 2016
• Present finding to stakeholders: 2 January 2016
• Final report and submission: 5 January 2017
• Prepare other project documents: 11 January 17

Resource
The consultant is expected to:

• Utilize his/her own computer
• Means to travel and stay in the specified travel

GNC will provide to the consultant:

• A working space in CDP  office
• Introduction to the local authorities/stakeholders
• Assistance organizing the meetings with the stakeholders
