of democratic societies. IFES provides targeted technical assistance to
strengthen transitional democracies. Founded in 1987 as a nonpartisan,
non profit organization, IFES has developed and implemented
comprehensive, collaborative democracy solutions in more than 145
countries.
IFES
is seeking a Local Elections Consultant for a four- month project in
Cambodia focused on providing targeted technical assistance to ongoing
preparations for the 2017 and 2018 national elections. This position may
be extended, contingent upon funding.

Program implementation:
- Support the Senior Elections Advisor in the execution of his/her responsibilities, including:
- the
provision of technical support to election organizers and stakeholders
(government agencies, academia, civil society organizations),
- the development of project voter education resources and campaigns;
- Provide
interpretation services for meetings with Commissioners, Secretariat
members, and stakeholders from other organizations and civil society;
- Assist
in IFES experts in their liaising with other election assistance
implementers and the donor and diplomatic community to coordinate
activities and maximize the impact of collective technical assistance
efforts;
- Develop reports detailing progress and highlights of project activities, which may also entail:
- analysis of interviews with key interlocutors;
- media monitoring from local language sources;
- targeted research on areas of interest to the project’s objectives, as needed;

- Five years of professional experience working for international democracy and governance (DG) programs;
- An
undergraduate degree (Bachelor’s Degree or higher preferred) in a field
of study such as political sciences, social sciences, law, development
economics, international development, public/business administration, or
governance;
- Proven
ability to communicate, coordinate and effectively work with diverse
stakeholders, from government officials to civil society and academic
organization specialists;
- Experience with reporting and strong writing and analytical skills;
- Two years of experience providing technical expertise in the area of elections. Experience in strategic and operational planning for elections is highly preferred;
- At
least 1-2 years of experience in supporting or facilitating trainings
and other capacity building activities on election topics desirable; and
- Fluency in English (oral and written) is required.
