JOB ANNOUNCEMENT

The Department of Drugs and Food/Essential Drug Bureau (DDF/EDB) has applied and successfully qualified for Global Fund (GF) grant for Single Stream of Funding (NFM) New Funding Model under UNOPS Cambodia for the containment of malaria resistant parasites in malaria endemic provinces in Cambodia. A large part of DDF/EDB work plan under the New Funding Model consists of activities that are related to assuring the quality and efficacy of essential medicines, with a particular focus on the long-term safety of the new Artemisinin Combination Therapy (ACTs) to patients.

DDF is seeking the services of qualified and experienced candidates for the following positions. Detailed position descriptions are is available below.

Background/Main Role of Position
The Department of Drugs and Food/Essential Drug Bureau (DDF/EDB) has applied and successfully qualified for Global Fund (GF) grant for New Funding Model (NFM) under the UNOPS Cambodia for the containment of malaria resistant parasites in malaria endemic provinces in Cambodia. A large part of Department of Drugs and Food/Essential Drug Bureau (DDF/EDB) work plan under the SSF Malaria Grant Phase II consists of activities that are related to assuring the quality and efficacy of essential medicines, with a particular focus on the long term safety of the new Artemisinin Combination Therapy (ACTs) to patients.

To achieve the goal and purpose of this project, the DDF/EDB now requires the services of a qualified and experienced Data Manager/Pharmacist to support the development and implementation of suitable mechanisms for the detection, assessment, understanding and prevention of adverse effects or any other drug-related problem and primarily be responsible for data management of reported Adverse Drug Reactions (ADRs).

With the support of other staff and under the direct guidance and supervision of the DDF Director, the Data collection Pharmacist shall have the following tasks:
 


Responsibilities

Responsibility 1:
Analyze data available from ADRs
Activities
Outputs
  • Coordinate and follow up with the Sentinel Site staff to collect clinical tolerance data of prescribed ACTs
  • Analyze ADRs data from various sources
  • Access to the web-based system (Vigi Base/VigiLyze)
  • Assure the quality, security and confidentiality of reported ADRs reactions

Update forms and review reports

  • Responsible for updating ADRs form and other forms such as patient registration book
  •  Validate data
  • Evaluate the result of ADRs report before submitting to the DDF Director.

Circulate relevant information

  • Disseminate relevant information of fake drug, serious cases of ADRs, etc. to all stakeholders (websites, emails, letters, etc.)

Person Specification
Experience
Essential:
  • At least 2 years work experience in public or private health facilities
  • Experience with data entry procedures, including Microsoft Office Suite and in particular Excel and other related database management software
Desirable:
  • Experience in validating and evaluating clinical tolerance data of prescribed ACT
Specific Skills and Knowledge
Essential:
  • Proficient written and verbal skills in Khmer and English
  • Highly developed interpersonal and communication skills and the ability to communicate effectively, working with government and private sector officials
Desirable:
  • Pharmacovigilance
  • Knowledge of pharmaceutical sector,data collection &data management, data analyses, and technical support.
  • Advocacy for change, e.g. promoting ADRs reporting by stakeholders in the health sector
  • confident and self-motivation
Qualifications and Training
Essential:
  • Degree in pharmacy/medical doctor or other related field.
Desirable:
  • Medical/public health training courses
