The FFEM is launching its 4th call for proposals under its
FISP-Climat programme to support the private sector in its innovations
in the field of climate change, initiated in favour of developing
countries.
In this new call for proposals, the FFEM will continue its
support to innovative operations, reconciling the socio-economic
development of local populations and a move towards a low-carbon and
climate resilient development course.
This support comes within the framework of the COP21, which saw
the adoption of the Paris Agreement, the first universal and legally
binding climate agreement that aims to change growth and development
worldwide through long-term and sustainable low-carbon solutions. The
FFEM hopes that the contribution of projects to adapt to climate change
will be more important in 2016 than previously.
What is FISP-Climate?
The FISP-Climate grant aims to promote innovation in the climate change sector among private and developed players in eligible countries, in partnership with the local stakeholders.
It aims to create a leverage effect by means of the effective mobilisation of private players within the sector, but also by attracting additional finance from the companies themselves or from other investors. FISP-Climate will ensure sustainable support for the projects. The selected projects must adopt a sustainable approach to the regulatory, economic, social and cultural context of the host country.
Experience shows that projects supported by aid mechanisms sometimes suffer from a lack of maintenance and monitoring at a local level. FISP-Climate intends to pay special attention to the procedures to be put in place to ensure the sustainability of the projects. On-site monitoring should be carried out by qualified teams, through suitable and effective management and control systems.

Any private company, or consortium including at least one private company, is invited to submit its proposal by filling out an application form online before 12pm Paris time, on 18 March 2016 (www.ffem.fr).
What are the eligibility criteria for projects funded in 2016?
Several types of criteria are set for the selection of projects to receive funding. These relate to the geographical area, the sectoral theme of the project, the type of innovation, the beneficiary of the financing.

Cross-sectoral approaches on various topics are also eligible.
The eligible geographic regions
The eligible geographic regions
- Countries in the Sub-Saharan Africa, Caribbean and Pacific (ACP) zone
- The North African - Mediterranean region
- Other developing countries
A minimum of 50% of the projects selected must be located in the
ACP countries. Apart from these countries, a second level of preference
will be accorded to countries from the North African - Mediterranean
region.
The target innovations should concern either experimentation on a change of scale from pre-existing localised innovations, or the identification, design and/or development of innovations that may lead to a reflection on sectoral policies, and even influence them.
The beneficiaries of FISP-Climate 2016 are individual private companies (undertakings which exceed the thresholds of SMEs are excluded) or consortia including at least one private company.
The target innovations should concern either experimentation on a change of scale from pre-existing localised innovations, or the identification, design and/or development of innovations that may lead to a reflection on sectoral policies, and even influence them.
