The International Training Centre of the International Labour
Organization (the Centre) is the training arm of the ILO, the
Specialized Agency of the United Nations which promotes social justice

Within the Centre, the Social Protection, Governance and Tripartism
Programme (SPGT) contributes to the achievement of the Centre’s mission
and objectives in line with its Strategic Plan and results-based
measurement framework.
The mission of SPGT is to deliver institutional capacity building
learning interventions and programmes for ILO constituents to strengthen
labour market governance and promote social protection. The work of the
SPGT Programme is organized around the following clusters of expertise:
- Social security
- Labour administration and labour inspection
- Occupational safety and health, and working conditions
- Social dialogue and tripartism
- Labour migration
The position will provide training and learning services with
thematic emphasis on social dialogue, tripartism and labour relations.
It requires a good knowledge of the social dialogue mechanisms and
processes and of the linkages between social dialogue, workplace
compliance through labour inspection and labour market governance.
This position demands the highest standards of integrity, respect for
social, ethical and organizational norms and firm adherence to codes of
conduct and ethical principles.
Functional responsibilities:
Under the supervision of the Manager of SPGT, the Programme
Officer contributes to the establishment and consolidation of training
and learning activities related to the social dialogue, tripartism, and
labour relations cluster.
Key responsibilities include the following:
- analyse overall changes and trends in the area of social dialogue, tripartism, and labour relations within the context of priorities set by the ILO and wider post-2015 development agenda;
- advise the manager on developments pertaining to the areas of social dialogue, tripartism, and labour relations;
- formulate, develop and implement and/or deliver learning and training activities in the area of social dialogue, tripartism, and labour relations, at the Centre and/or in the field;
- provide inputs or implement specific training within the overall portfolio of learning activities of the SPGT Programme, including on labour administration and labour inspection;
- ensure the integration and coordination of the social dialogue and tripartism activity cluster with the other activity clusters of the Programme, and with the activities of other technical training programmes;
- assess the demand for learning and training in these areas with a view to developing new products, including the development of e-learning products;
- mobilize financial resources and formulate technical proposals for submission to potential sponsors;
- test new curricula, develop, propose new training projects and activities;
- market the training portfolio including participating in relevant promotional activities;
- liaise with technical departments at ILO headquarters and ILO specialists in the regions regarding capacity building support needs of ILO constituents in the field of expertise;
- ensure the technical quality of training activities, and validate existing approaches through monitoring and evaluation;
- guide the work of external collaborators;
- undertake such other duties as may be required by the manager.
QUALIFICATIONS REQUIRED:
Education
Advanced university degree in law or social sciences.
Experience
At least five years of progressively responsible professional
experience, of which two years at the international level, in the field
of social dialogue including experience in the design, administration
and implementation of training activities.
Languages
Good command of English (including presentation and writing
skills) and working proficiency in French or Spanish. Working knowledge
of a third language among the following would be an asset: French,
Spanish, Italian, Portuguese, Arabic or Chinese.

- Good knowledge of social dialogue at international, national, sectoral and enterprise levels and of related ILO international labour standards.
- Good knowledge of the linkages between social dialogue, tripartism, labour relations and workplace compliance through labour inspection.
- Excellent training skills, including knowledge and practice of participatory and action-oriented training methods and tools.
- Full competence in using standard computer applications, particularly word processors and databases.
- Knowledge of different learning modalities would be considered an asset (e-learning, blended learning, communities of practice).
