Position: Technical Lead Youth
Location: Phnom Penh

I. THE PURPOSE OF THE POSITION
To lead World Vision International (Cambodia)’s Youth programming in alignment with National strategy and Global directives, ensuring development of a strong evidence-based approach to programming and resulting in improved child well-being outcomes. Effective collaboration with the Operations; Strategy & Evidence and all other WV-C stakeholders, as well as management of the Youth team within the Integrated Programmes Department are key functions of this role.
To lead World Vision International (Cambodia)’s Youth programming in alignment with National strategy and Global directives, ensuring development of a strong evidence-based approach to programming and resulting in improved child well-being outcomes. Effective collaboration with the Operations; Strategy & Evidence and all other WV-C stakeholders, as well as management of the Youth team within the Integrated Programmes Department are key functions of this role.
II. MAJOR RESPONSIBILITIES
1. Technical leadership: Lead development of National Strategy for Youth, of Technical Approach (TA) and Technical Programs (TP) across all Area Programs and relevant Projects within World Vision Cambodia.
- Actively contribute to the development and assessment of the National Strategy, ensuring that the Youth agenda is included.
- Lead the development of an Youth Pathway of Change, Technical Approach (TA) and Technical Program (TP) for and in support of the National Strategy.
- Lead the development of Youth Projects that mainstream best practice, WV Global core approaches, and WVC’s strategic focus, and that utilize an integrated/multi-sectoral approach.Develop and monitor the implementation of an integrated M&E framework and system for Youth Project Model(s) in collaboration with the DME Unit.
- Support the EdLS Technical Team in building the capacities of ADP staff – Youth Project Coordinators and Managers.
- Identify relevant research and learning needs for improving the quality of Youth programming in the country and implement appropriate research initiatives.
- Provide need-based technical inputs and advice to ADPs and other sectoral teams on matters relating to Youth issues.
- Actively lead multi-sector team composed of other technical experts focused on attaining Youth outcomes (e.g. EducationYouth, Advocacy, ERL, DRR, and Child Protection).
- Develop inter-agency partnerships that enhance WVC’s ability to promote learning outcomes for children.
- Act as a technical resource and spokesperson for WVC on Youth issues of inclusion of disabled Youth, citizen voice and action, promotion of child-friendly learning and community engagement, keeping up with all relevant developments.
2. Ensure that strategic Youth targets are achieved through effective monitoring of the Youth TP, and by collaborating with the Operations Team, and Strategy & Evidence Team to ensure effective TP implementation.
- Provide strategic oversight of the performance of the Youth TP, working with Operations and Strategy & Evidence to address programme issues.
- Ensure that monitoring of Youth outcomes is being done correctly and consistently by project staff.
- Ensure that the EdLS Technical Team regularly consolidates and analyses Youth monitoring and evaluation data in order to understand what the data means and identify evidence of impact.
- Ensure that evidence is used to identify and design programming and/or monitoring improvements to enhance Youth programme effectiveness.
- Work with Operations to ensure identified Youth programming improvements are planned and implemented.
- Contribute high quality analysis of Youth results to the annual Child Well-being Report.
- Lead strategic processes of reporting, reflection and planning in Youth with the participation of multi-sectoral stakeholders.
- Develop and supervise a team of technically competent Cambodian staff to provide state-of-the art technical expertise support for the implementation of Youth strategy.
- Motivate and support direct reports by appropriate orientation, on-going management, quarterly coaching and annual performance management.
- Identify and mentor National and Operations Technical Team members for technical and program leadership.
- Ensure that staff understand and follow WVC child protection policy and undertake all efforts to respond to child protection incidents and raise awareness of communities to child protection.
- Provide spiritual, Christian leadership especially with your team and the Integrated Programmes Department.
- Ensure that national advocacy agenda on Youth is achieved in close collaboration with Advocacy Unit
- Actively seek leadership role in NEP or EDUCAM and Technical Working Group
- Establish strong collaborative partnership with the relevant programs/units within the Ministry of Youth at national level and
- Represent WVC in Youth to Regional and Global Community of Practice groups and share experience as appropriate.
- Coordinate with other sectors where Youth plays a role in the attainment of other National Strategic Goals and programming agenda
- Design/co-develop winning concept notes and proposals for grant and private funding
- Degree in a development-related field and/or management studies.
- Postgraduate qualification and/or professional qualification in a development-related field and/or management studies.
- Youth empowerment approaches and tools
- Strategy development and implementation
- Advocacy skills
- Strong analysis and problem-solving skills, planning and organizational skills, ability to prioritize multiple tasks and to work gracefully under pressure
- Capacity building and facilitation skills
- Microsoft Office
- Proficient in the use of Information Technology, digital media (photographs, video, blogs) and social media applications in a youth empowerment context
- Communications skills especially in English
- Leadership experience of a youth-focused programme
- At least 3 years experience working in a relief or development or local community context
- Proposal development
- A mature and committed Christian who can lead spiritual nurture activities
- Up to 30% to travel within the country; and annual overseas travel to attend Global/Regional Youth Community of Practice. Possible international travel for professional development and for representing World Vision at various fore in order to contribute to developing a credible voice in EdLS.
