Organizational Context
The
International Fund for Agricultural Development (IFAD) is an
international financial institution and a specialized United Nations
agency dedicated to eradicating rural poverty and hunger. It does so by
investing in rural people. IFAD finances programmes and projects that
increase agricultural productivity and raise rural incomes, and
advocates at the local, national and international level for policies
that contribute to rural transformation. IFAD's headquarters is in Rome,
Italy, but has offices in 40 countries and finances programs and
projects in more than 90 countries.
The Post's organizational accountability
The
Associate Vice-President, Financial Operations Department (AVP FOD)
reports to the President or his designate, and is a member of the
Executive Management Team with a corporate responsibility for the Fund.
The
AVP heads the Financial Operations Department and is IFAD's Chief
Finance Officer and Chief Controller. In this capacity, s/he is the
responsible for IFAD's financial integrity, assisting the President by
providing strategic financial leadership. The AVP FOD works with the
executive management team to establish financial goals and strategies
and oversee their implementation to ensure IFAD's sustainability in
delivering financial services in support of IFAD-funded programmes and
projects to invest in rural people.
The AVP FOD is the chief
financial spokesperson for the Fund who is accountable for IFAD's
sustainability in the delivery of services related to financial matters,
risk management and internal control. S/he has management
responsibility for the following two divisions:
The Financial Services Division (CFS): ensures
the reliability and integrity of the financial transactions, accounting
systems, and financial statements and reports of the Fund; ensures
fiduciary control over loans, grants and supplementary funds
administration and reporting; the financial statements and related
reports; ensures proper controls over all payments and receipts; and
liaises with the external auditors, as required, and the Audit
Committee. The Director of CFS reports to the AVP FOD.
The Treasury Division (TRE): ensures
that IFAD's financial assets are protected and managed in line with
IFAD's investment, asset, liquidity and liability policies and
regulations; manages financial risks prudently within acceptable risk
tolerance limits; monitors investment performance effectively in light
of changing market conditions; and ensures availability and utilization
of financial resources to fund implementation of IFAD's operations
efficiently and effectively. The Director of the Treasury Division
reports to the AVP FOD.
Key results expected / major functional activities
1.
The AVP FOD provides intellectual leadership to the professional staff
of the Fund and overall control of the delivery of financial services.
S/he supports the mandate and work of the Fund by enhancing its capacity
to finance its operations, administration and management of resources
at the disposal of the Fund.
2. The AVP FOD leads the
development of cost-effective policies, frameworks and services related
to risk management and internal controls for the Fund; oversees
treasury, investment, accounting and financial reporting activities; and
manages relations with key stakeholders and communities of practice in
financial, investment and risk management.

Minimum Recruitment Qualifications
Education:
- Advanced University degree or equivalent higher-level qualification in Finance, Accounting, Business Management, Economics or related discipline.
Experience:
- Substantive relevant experience exceeding 15 years at an international level in an institution, which could include international organizations, international financial institutions, UN agencies or other development finance-related organizations.
- Progressively responsible management experience in senior positions is required.
- Strong speech giving/writing and report-writing experience and capabilities.
Communications
- Excellent written and verbal communication skills in English, including the ability to set out a coherent analysis in presentations. Working knowledge of another official language of IFAD (Arabic, French, Spanish) would be an asset.
- Strong diplomatic and communication skills, ability to develop a close and effective working relationship with the internal client at all levels. Able and competent presenter as well as a positive influencer of others.
