Project Scientist – Seed Technology Outscaling
Job Purpose: The specialist/seed and technology outscaling Project Scientist (PS) will coordinate a research and development activities on innovative strategies for demonstration, seed production and outscaling of stress tolerant varieties and related technologies to enhance productivity and income of rice-based production systems in Cambodia. Activities will focus on four provinces (Battambang, Kampon Thom, Siem Reap, Pursat) as the zone of focus for the USAID funded project "Accelerating the adoption of stress tolerant rice varieties by smallholder farmers in Nepal and Cambodia", under Theme 2 of the Global Rice Science Partnership (GRiSP): “Accelerating the development , delivery, and adoption of improved rice varieties".
The project will be implemented through the national research and development organizations with close links and partnerships developed and strengthened with private sector, other USAID funded projects, NGOs and international development organizations operating in the country. The PS will also interact with other IRRI scientists working on improving rice-based cropping systems in Cambodia, including the Consortium for Unfavourable Rice environments (CURE) and scientists working in other countries in Asia. The activities will be undertaken in Cambodia, with the PS stationed at GDA; and expected to spend significant time in the project provinces.

Qualifications
- MSc with 8 years or experience or PhD with 4 years of field experience in relevant field
- Experience in managing teams and resources and in building partnerships
- Language: English and Khmer
- Lead a team of national staff to implement research and development activities and to ensure timely delivery of outputs and outcomes for intended impacts of the dissemination activities of the project;
- Develop strategic partnerships and alliances with proper partners for production and dissemination of seeds of new rice varieties; and help in strengthening the local seed systems;
- Provide effective liaison with Research and Development (R&D) statutory bodies and government institutions and provide strategic directions for rapid dissemination of stress tolerant rice varieties and related knowledge;
- Contribute to the development and implementation of an effective communication and awareness system for sharing of information among all stakeholders;
- Help in developing and implementing seed roadmaps for varieties selected for outscaling, including newly released stress tolerant rice varieties, strategies for seed multiplication and rapid distribution and facilitate implementation through NARES partners;
- Establish and implement effective processes for documenting seed production and dissemination through both formal and informal seed systems;
- Work with M& E and other relevant teams to ensure periodic assessment of performance, efficiency, and impacts of the project in relation to stated objectives;
- Facilitate discussions with relevant stakeholders to identify adoption constraints and institutional and policy options required to overcome them and to promote rapid uptake and diffusion of new varieties and knowledge;
- Develop and implement plans for empowering women and less advantaged social groups involved in rice farming by providing access to seeds of new varieties and associated management technologies on improved rice farming;
- Participate in developing training material and manuals in local language, and conduct in country training courses and workshops;
- Develop, coach and mentor team members to enable professional growth and administer code of conduct as required in employee discipline-related scenarios of IRRI;
- Prepare relevant reports, presentations and draft publications based on the project work plan and agreements;
- Perform other duties as required by supervisors and management.
