Indigenous Community Support Organization (ICSO) is a Cambodian NGO implementing projects to support, strengthen, empowerment, and improve the capacity of indigenous community organizations, groups to participate in the promotion and protection of the indigenous rights and in the management of natural, cultural and traditional resources. ICSO is working within 15provinces where indigenous peoples have located.
ICSO is looking for qualified Cambodian candidates to fulfill the position “National Adm/Finance Coordinator”, based in Phnom Penh but frequently travel to provinces (Some times overnight stay in communities).
The National Adm/Finance Coordinator will be required to oversee the functions of Administration, Human resource and Financial and Procurement Management within ICSO, develop and design operational procedures and systems, provide technical support, conduct training/orient to team, preparation and monitoring of budgets, and donor liaisons and timely of reporting.
Main Duties and Responsibilities:
Administration Management:
- Oversee Administration Management of ICSO to ensure that smoothly process of Adm
- Ensure that proper internal control and Admin Policy are implemented through out ICSO
- Ensure that properly use of supplies and other equipments
- Provides managerial support and assistance to the Director and other key managers in decision-making and problem-solving
- Organizes staff meeting
- Ensures all staff records (Contract, staff appraisal, staff warning) are filled properly and confidentially.
- Supervise subordinate staff to ensure the quality of works, appropriate deployment, participation, workload, with provision of adequate and timely support & training. Supervise and conduct periodic performance reviews.
- Provide leadership in interpretation of policies, and application to individual situations.
- To build an organizational awareness and internalization of principles, which underlie key policies.
- Assist in planning of future staffing and leadership needs and proactive preparation for these needs.
- Lead and facilitate the growth in performance of all line Coordinators in ICSO in people and human resource services management
- Support staff and programs outside the National Office through regular working visits
- Facilitate or develop staff Term of Reference.
- Leading training in identity/mission understanding, leadership development, management skill development, and orientation programs.
- Maintain open communications and effective relationships with provincial office and Partnership stakeholders.
- Ensure that staff insurance claiming are met
- Participate in NGOs, Government and partners meeting or workshop
- Oversee finance of the ICSO
- Ensure that ICSO Finance Policy and Donor requirement are met
- Develop improved procedures and systems for finance functions, including preparation of manuals and guidelines as required
- Management of bank accounts, manage and arrange withdrawals and transfers and monitoring balances and charges, manage bankbook. Ensure accurate records of banking and cash balances and conduct end-monthly reconciliations.
- Assist Executive Director to prepare funding proposal.
- Manage and prepare global budget and raise concern on budgeting and financial situation.
- Review and verify monthly budget and raise concern to Executive Director in case of the items are not in the proposed budget line to request for prior approval or make amendment from donors.
- Authorize and approved petty cash payments up to $200 each time for routine office running costs.
- Certify Card Voucher to ensue the correct coding, donor, account, activities, accurate amount, comply with ICSO Policy before submit to ED for approval
- Review monthly/quarterly Cash request from all units or projects for fund transfer
- Conduct a monthly (Quarterly, Semi, Annual) financial review/check to verify accuracy of reports and authorization of documentation and combined monthly (Quarterly, Semi, Annual) financial reports on fund balance, monthly (Quarterly, Semi, Annual) income and expenses to submit to Executive Director
- Preparation of accurate and timely financial reports in accordance with donor required and format.
- Communication with donor relate to funding and reporting clarification
- Monitor actual expenditure against plans, report on variations with explanations, and recommend or take corrective action when needed - in particular alert Executive Director for the serious under or over-spending.
- Conduct Monthly surprise cash count to Petty Cash PNP and any time for Provincial petty cash or Imprest Fund
- Ensure that Provincial Financial report are produced on time with accuracy
- Frequently to conduct spot check for PNP and Provincial operation
- Conduct internal Audit and Facilitate an annual external auditing
- Other tasks assigned by Executive Director
Selection Criteria:
- Bachalor degree or higher degree in Finance or Accounting or related area
- At least 5 years of experience in financial management, including at least 2 years in a similar role in a development context, ideally with International or Local NGO
- Advanced knowledge of word processing, spreadsheet (Excel) and accounting software (Quickbook) required
- Strong analytical skills
- Good negotiation and communication skills
- Significant experience in team management, preferably in a multicultural environment
- Proven experience in mentoring and training
- Good capacity and experience in systems development and documentation
- Good understanding of humanitarian context, ideally with experience in developing world
- Excellent interpersonal skills and multi-tasking ability
- Capacity to work in a difficult environment and desire to take on challenges
- Flexibility and patience required
- A high level of English and Khmer
- Experience of indigenous peoples issues would be an advantage
