Recruitment Manager -- PSE

Pour un Sourire d’ Enfant (PSE) is a non-profit organization, established at the end of 1995 in Cambodia, working to provide food, shelter, medical care, general education and vocational training to children needing support, e.g. underprivileged children; maltreated children; children living in poverty and children without any formal education in Phnom Penh, Preahsihanouk and Siem Reap. Currently PSE is providing help to more than 6,500 children, supporting around 3,000 children in public schools, 1,500 in the remedial education program, and 1,500 in the vocational training program. Around 500 children benefit from specific educational programs: classes for children with disability, day-care centers, infant welfare, etc. PSE employs more than 600 dedicated staff. Due to rapid growth of existing and new programs, PSE is seeking candidates to fill the position of Recruitment Manager based in Phnom Penh.

Job Duties and Responsibilities
  • Formulate and execute effective recruitment strategy and plan.
  • Support HR director in creating effective and efficient recruitment and selection tools and techniques.
  • Manage all recruitment activities and plan.
  • Assure all steps in recruitment processes are completed in an appropriate and timely manner.
  • Build strong candidate pipelines to supply the recruitment needs for the organization.
  • Promote PSE career branding by initiating useful HR projects and activities.
  • Participate in preparing, updating and documenting all job descriptions.
  • Participating in designing and reviewing HR tools and forms.
  • Participate in designing and implementing staff integration program effectively.
  • Assist in coordinating training activities.
  • Coordinate with staff and management to resolve staff conflicts.
  • Perform other duties assigned by manager.
Job Requirements
  • Bachelor’s degree in HRM, Management or related field
  • Minimum 3 years of related work experience
  • Knowledge of Cambodia labor law is an advantage
  • Excellent people network
  • Excellent communication and interpersonal skills
  • Strong problem solving and negotiation skills
  • Self-managed, self-motivated and highly responsible
  • Be flexible, persistent and diligent
  • Ability to interact at all levels of an organization
  • Good command of spoken and written English
  • IT literate (Word, Excel, PowerPoint, Outlook, and Internet & E-mail)
