To
develop highly functional and multi-faceted programmes that will
provide support to Member States in their efforts to prevent and treat
HIV, sexually transmitted infections (STI) and viral hepatitis by:
guiding national strategies and policies towards increasing access to
prevention, treatment and care; coordinating and leading efforts of
partner agencies in order to achieve mutual goals; and ensure effective
surveillance and information dissemination to inform programme and
service improvement.
Description of duties:
1. Leads and coordinates the implementation and development of WHO's collaborative programme with the Government of Cambodia in the area of HIV, hepatitis and STIs, covering the following functions:
a) Provides technical advice and policy directions to the Ministy of Health, especially the National Center for HIV/AIDs, Dermatology and STDs (NCHADS), and other partners, formulating strategies in the development, implementation, monitoring and evaluation of interventions, and supplying strategic information for monitoring the health sector response to HIV, hepatitis and STIs;
b) Strengthens operational linkages and enhances communication and collaboration of all national and international stakeholders involved in HIV, hepatitis and STI prevention, treatment and care, with the goal of fostering partnerships, both locally and with external partners;
c) Contributes to efforts for improved donor coordination and complementarities, including to those aimed at making global health initiatives and partnerships fit better into and contribute more directly to existing national processes and systems;
2. Establishes strategic directions and identifes policies and activities leading to the achievement of overall MOH objectives to strengthen and unify the Cambodian health system, including:
a) Coordinates WHO's involvement in the identification and promotion of concrete steps towards the effective integration of HIV, hepatitis and STIs into mainstream health services, as well as expansion of the continuum-of-care;
b) Promotes broad approaches to ensure capacity building and skills transfer to national staff in the area of HIV, hepatitis and STI;
c) Enhances collaboration and linkages among institutions and interventions in communicable disease control programmes with those addressing the mounting challenge of noncommunicable and chronic diseases;
3. Provides managerial and technical guidance in the development of WHO's collaborative programmes in HIV, hepatitis and STIs in the context of broader communicable disease control and health system strengthening efforts, including:
a) Oversees, monitors and evaluates programme activities with a view to continuously improving the planning and preparation of future programmes, as well as to ensuring adequate and targeted mobilization of resources;
b) Establishes a strategic vision of WHO's role in assisting Cambodia to combat HIV, hepatitis, STI and other communicable diseases, as well as to adjust and identify new potential areas for WHO support;
c) Contributes to and coordinates aspects relevant to strategic office discussions, such as country programme reviews, the development and implementation of Cambodia Country Cooperation Strategy, biennial Programme Budgets and Plans of Action, international efforts to achieve the UN Millenium Development Goals and other relevant processes and mechanisms.

REQUIRED QUALIFICATIONS
Education: Degree in medicine or health sciences with postgraduate degree in any of the following fields: infectious diseases, epidemiology, public health, health services management or a related field. Postgraduate studies or training in clinical or epidemiological research preferred. |

Skills:
- Thorough knowledge of the principles, practices, methodology and techniques in public health epidemiology, including knowledge of key HIV, hepatitis and STI prevention and control interventions. - Skills in the management of HIV, hepatitis and STI programmes. - Profiency in quantitative and qualitativemethods of data analysis and public health research. Experience: Essential: More than 10 years of national and international professional experience in planning, management and implementation of public health or disease control programmes, with at least 5 years of practical experience in HIV and STI-related public health programme development, coordination and management. Desirable: Working experience in developing countries, and particularly on HIV, hepatitis and STI programmes. |

Languages: Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage. |
