Training and Development Manager -- PSE

Pour un Sourire d’ Enfant (PSE) is a non-profit organization, established at the end of 1995 in Cambodia, working to provide food, shelter, medical care, general education and vocational training to children needing support, e.g. underprivileged children; maltreated children; children living in poverty and children without any formal education in Phnom Penh, Preah Sihanouk and Siem Reap. Currently PSE is providing help to more than 6,500 children, supporting around 3,000 children in public schools, 1,500 in the remedial education program, and 1,500 in the vocational training program. Around 500 children benefit from specific educational programs: classes for children with disability, day-care centers, infant welfare, etc. PSE employs more than 600 dedicated staff. Due to rapid growth of existing and new programs, PSE is seeking competitive and capable candidates to fill various positions of:Training and Development Manager

Job Duties and Responsibilities
  • Conduct a Training Needs Analysis (TNA) and Core Competency Analysis with department directors, managers, supervisors, team leaders and relevant staff and prepare a report.
  • Develop and implement an effective staff training and development strategy, program and plan in accordance with the result of TNA and Core Competency Analysis as well as the availability of time and budget.
  • Create and update a training package for different job families.
  • Develop a clear training policy, process and procedure.
  • Develop, update and maintain all training resources and materials.
  • Deliver training courses related to own specialty, skills and work experience when needed.
  • Plan, organize and coordinate internal and external training and learning plan for all types of staff.
  • Develop an effective e-learning resources center with support from the IT Department.
  • Cooperate with the HR Director to design clear and effective ‘Professional/Job Families’ showing clear career development paths in PSE.
  • Develop and implement an effective and efficient Career Development Program and Plan.
  • Take lead in coordinating all staff performance reviews in consultation with relevant managers in a timely and effective manner.
  • Develop and implement an effective and efficient staff integration program for new hires.
  • Perform other duties as assigned by the HR director.

Job Requirements
  • Bachelor degree in HRM, Management or related fields
  • At least 3 years of professional experience in training and development
  • Good command of English; French is an advantage
  • Good communication and interpersonal skills
  • Good management skills
  • Ability to interact at all levels of an organization
  • Well-organized, flexible, proactive and persistent
  • Fast, dynamic and self-managed
  • Ability to work under pressure and with less supervision
  • Computer literate
  • Respect and support PSE’s values and mission
