KEY RESPONSIBILITIES:
- Leadership:
- As a member of the Senior
Leadership Team (SLT), represent the Operations Department in the
development of organisational strategies, policies, annual and long term
business plans, and oversee the formulation of management plans for the
Operations Department that contribute to the overall organizational
goals, results and impact.
Programming: - Lead the process of identifying new programming directions consistent with WV Afghanistan's Strategy, and ensure good coordination between the program team and other departments.
- Assume the lead role in
overseeing all aspects of program and project development, including
needs assessments, concept paper design, proposal preparation and ensure
they meet both donor and World Vision requirements and standards.
Management of Operations: - Ensure that the two key
department units comprising Program Quality and Field Operations are
managed effectively and efficiently. This includes compliance with
donor and World Vision requirements, coordination with other
departments, and ensuring that staff are working effectively and
developing professionally and personally through the performance
management system already in place.
Funding Acquisition: - Develop proposals to meet needs identified at zone and community levels that are aligned with WV Afghanistan's strategic plan.
- Establish and maintain effective relationships with WV Support Offices to strengthen engagement and increase funding levels to better address local needs of partner communities.
- Identify, develop and maintain good relationships with existing and potential donor missions in country.
Relationships: - Strengthen relationships
with global and regional offices within the WV Partnership, with the
host government, the UN and other INGO/NGOs, to improve opportunities
for advocacy and collaboration aligned with Operation Department
priorities and responsibilities.
Program Monitoring and Evaluation: - Oversee the ongoing
improvement and implementation of a monitoring system that effectively
tracks programming contributions to strategic goals, alignment with
approved design documents/proposals and ensures compliance with WV and
donor standards.
Technical & Staff Support: - Liaise with field teams to ensure effective operations and management of staff. Provide leadership and support to department staff that result in expanded opportunities to improve performance.
- Liaise with Human Resource (HR) in accessing training courses and mobilising funds for staff development.
Compliance: - Lead coordination of operations and finance staff to ensure compliance with implementation and financial standards and policies of both the WV Partnership and donors.
- Lead strategic
development on cross-cutting themes of Transformational Development to
ensure inclusion in program design and implementation.
Information Management: - Ensure WV Afghanistan’s knowledge management systems are in place and relevant to the needs of the organization.
- Support WV Afghanistan
communications to prepare program overviews, newsletters and
informational material for WV and external donor stakeholders.
Security Operations: - In collaboration with the Security Department, ensure that security protocols are followed in WV operational sites and revised as necessary based on changing circumstances.
KNOWLEDGE, SKILLS & ABILITIES:
- Required:
- Masters degree or equivalent in related field, or a combination of relevant schooling and work experience that demonstrates capacity as a strategic thinker, manager and problem solver.
- Proven track record in managing relationships with major donors that resulted in improved impact in communities and increased funding levels.
- Minimum 5 years in senior leadership and management positions within an NGO working in both relief and development.
- Demonstrated leadership skills applicable across cultural contexts that result in improved staff capacity, morale and organisational performance. Team leader with ability to facilitate and empower self-directed autonomous teams.
- Ability to develop positive relationships with other departments (e.g. finance, HR) that result in improved efficiency, effectiveness and organisational performance.
- Evidence of ability to maintain work / life balance and contribute to a positive environment living in a team house.
- Willingness to travel domestically and internationally in order to fulfil job requirements.
- Ability to work under pressure and meet deadlines.
- Evidence of commitment to WV's core values.
- Fluency in written and spoken English; knowledge of local language(s) an asset.
- Computer competency including MS Word and Excel. Experience with Lotus Notes preferred.
Preferred: - Knowledge of WV and its working systems with some experience in regional or support offices an significant added advantage.
