JOB OPPORTUNITY: Social Marketing Project Assistant
“Teuk Saat 1001” is a Cambodian non-governmental organization created as an offshoot of a safe drinking water supply project in rural area in partnership with the French NGO “1001 fontaines pour demain”. The first stage of the initiative started in 2005, in North West Cambodia.
“Teuk Saat 1001” been engaged since 2007 in Cambodia in the cooperation with 1001Fontaines, where it has developed an end-to-end project including the installation of small water treatment facilities run by village operators, as well as targeted support to build entrepreneurial capacities, achieve auto-financing and raise communities’ awareness of water issues. Because children are the most vulnerable to water-borne diseases, the project also includes the supply of safe drinking water to primary schools in every target commune, free of charge.
To date, around 120 rural communes in 15 Provinces have been equipped with their own safe water production facility, enabling more than 2,000,000 people to drinking purified water every day. The technology used involves micro-filtration and UV disinfection and relies on solar energy.
Context
“Teuk Saat 1001” ambition in the long term is to install 250 water treatment plant in the 250 Communes of Cambodia by the end of 2016 which ultimately serve between 0, 5 to 1 million villagers – while today 7 million of Cambodian people living in rural areas don’t have any access to drinkable water. Approximately 1,000 full-time jobs will be created out of this program.
Currently Teuk Saat 1001’s projects are implemented in partnership with an international organization, "1001Fontaines". “Teuk Saat 1001” team has 50 staffs and is in charge of running the deployment of the initiative in about 15 provinces of Cambodia, with 1001 fontaines’ support.
Duties and responsibility of candidate
In the context of the above mentioned development objectives, TEUK SAAT 1001 “Teuk Saat 1001” is seeking a qualified person to fill the position of a “Water treatment Technical Manager” based in Phnom Penh. He/she will be assigned the following responsibilities:
Operational support / expertise
At the heart of "Teuk Saat 1001" activities is the treatment of water, attached with a complete system of quality management. Part of the staff is dedicated to water treatment plant set-up and maintenance, another is in charge of water quality control. The "Water treatment technical manager" contributes to maximize TS1001 impact and address of the needs in the target area by :
Monitoring and evaluation
To guarantee a sustainable technical solution and safety of water produced, the "Water treatment technical manager" is responsible of frequent and regular diagnostic of water treatment plant, including alerting on major issues or needs of development. To do so, he/she has in charge the review of all reports related to the treatment plants (results of analysis of water quality, intervention of technicians, plants information), and might be able to check relevance and reliability of data through frequent filed missions.

- Giving a technical support to the teams in charge of the set-up and maintenance of water treatment plants, with regards on drinking water process, electromechanical equipment and electrical grid/solar equipment
- Lead technicians - under the management of platform / project manager - in planning and coordinate special planning, to ensure a good allocation of resources and guarantee a secure process and safe water.
- Optimizing the operations of Teuk Saat 1001 stations, regarding to water quality and electrical issues
- Providing consultation in specialized areas (water treatment design, storage, and delivery systems), make decisions, and solve problems for technicians.
- Giving support to technicians to develop and prepare process design drawings, specifications,
- calculations, plans, models and other technical deliverables for drinking water projects.
- Coordinate with other disciplines to facilitate achievement of Teuk Saat objectives.

Research and innovation
- According to diagnostic results and weakness identified on technical / quality aspects, the "Water treatment technical manager" can design researches and development projects. He/she leads project teams in planning and/or designing a major engineering project and coordinate special planning, and engineering studies.
- Assist with and lead business development pursuits.
- Promotion of technical innovation through suggestions to/from Technical Advisor and Project Managers.
- Writing of initial proposals.
- Set up the technical system alert, efficiency of monitoring and evaluation system to ensure the drinking water quality.
- Quality of technical support given to team.
Requirements of applicant
- Bachelor’s degree in related engineering field with a focus on Water treatment, Electricity or Electro-mechanics
- Minimum of 5 years of experience in water treatment system including familiarity with the following: water treatment processes, electrical grid/solar equipment, electro-mechanic water treatment plant design and pumping design
- Strong project management and team management skills
- Capabilities for synthesis, anticipation and organization
- Strong reactivity and field work skills
- Strong written and verbal communication skills with demonstrated ability to conduct effective presentations and prepare written reports
- Ability to work independently as well as in a team environment
- Results-oriented with the ability to work under tight deadlines
- Active participation in professional organizations
- English is required, French would be an asset.
- Microsoft Word, Excel, Power Point, AutoCAD 2D & 3D experience as plus
