The United States Agency for International Development (USAID) represented by its Mission to Cambodia is issuing this Annual Program Statement (APS) for the purpose of strengthening civil society engagement in processes that promote democracy, government accountability, and an enhanced respect for human rights. Youth engagement and gender equality are cross-cutting themes that must be integrated into all program activities. USAID/Cambodia plans to fund multiple awards to local organizations through this APS.
Through USAID’s Civil Society Annual Program Statement (APS), USAID/Cambodia intends to support the activities of Cambodian non-governmental organizations to strengthen civil society engagement in processes that promote democracy, government accountability, and an enhanced respect for human rights. Youth engagement and gender equality are cross-cutting themes that must be integrated into all program activities.
Eligible organizations interested in receiving funding are invited to carefully read this APS in its entirety and to follow the application guidance in Section III in order to apply for funds. There is a two-stage application process, consisting of the submission of a concept paper and then, upon invitation by USAID, the submission of a full application.
To achieve the goal of strengthening civil society engagement in processes that promote democracy, government accountability, and an enhanced respect for human rights, USAID intends to issue multiple awards under this APS that address four objectives:
1) Promote and protect human rights,
2) Promote and protect, social, cultural, and economic rights,
3) Expand access to information, and
4) Integrate democratic principles and transparency into targeted governance functions.
ELIGIBILITY
The organization must be a local organization. USAID’s definition of local organization requires that the organization:
a. be organized under the laws of the recipient country,
b. have its principal place of business in the recipient country,
c. be majority owned by individuals who are citizens or lawful permanent residents of the recipient country or be managed by a governing body, the majority of whom are citizens or lawful permanent residents of the recipient country, and
d. not be controlled by a foreign entity comprised of individuals who are not citizens or permanent residents of the recipient country.
