Democracy International (DI) seeks a Chief of Party for its
Democratic Participation and Reform program, based in Dhaka, Bangladesh.
This USAID funded program seeks to promote broader participation in
Bangladeshi political parties, especially by women and young people, to
encourage support for internal political party reform, to strengthen the
capacity of parties to access and utilize information, and to improve
the environment for more responsive politics.
The responsibilities of this position include:
- Managing the goals and implementation of the USAID funded DPR program as well as other related ongoing projects in Bangladesh;
- Management of the national political party components of the DPR program (in Dhaka and across the country);
- Directing and supervising the program staff working with political party leaders and committees;
- Assisting political party leaders and committees to more effectively use research and technology generated by the Information Access component of the program;
- Providing strategic guidance to DI’s nation-wide Grassroots Participation components, which seek to encourage young people and women to become more effectively involved with local and national politics;
- Assist the people and groups reached by DI’s nation-wide Women and Youth Centers in connecting and engaging with national and regional party leaders;
- Ensure compliance with all DI and donor policies and procedures among key staff and sub-grant organizations;
- Review and oversee financial management and administrative procedures in the Dhaka headquarters and across DI’s seven Women and Youth Centers around the country;
- Manage and maintain relationships with donors, government and party representatives, local and international partners and others; and
- Manage and ensure the effective operation of DI’s offices and
the work and development of the program’s national and expatriate
staff.
Qualifications:
The applicant must have experience managing democracy building
programs with a focus on political party development and citizen
participation. The applicant must have experience managing relationships
and working directly with political leaders and members in developing
countries. The successful candidate will be a flexible, culturally
sensitive, and practical leader with strong management and interpersonal
skills.
Qualified candidates should be able to demonstrate the following:
- 10+ years’ experience managing governance and development programs in varied political and cultural environments;
- Experience with international political party or civil society programs, particularly involving party capacity building;
- Experience in all aspects of project management including, financial oversight, personnel management and development;
- Experience and demonstrated familiarity with USAID regulations and procedures – including the Federal Acquisitions Regulations;
- Experience living and working in a developing country;
- Willingness to relocate to Bangladesh for a long-term position;
- Professional English-language oral and written communication skills;
- An advanced degree in a related field is preferred.
