Purpose of the Position
The
post is responsible for the strategic planning and performance
monitoring of the division; for fund management and mobilizing resources
for divisional priorities and UNICEF humanitarian action.
The post will work under the general guidance and direction of the Director of Emergency Operations, EMOPS, and in close collaboration with the Deputy Directors and their respective offices in Geneva and New York. The post will also work closely with PFP and PARMO on donor liaison and resource mobilization.
Key Expected Results
1. Effective leadership and managerial guidance is provided to ensure a coordinated annual planning cycle is supported in EMOPS
- Co-ordinate, prepare and monitor implementation of the EMOPS work plan and OMP by collating and analyzing input from EMOPs Section Chiefs.
- Participates in the development of programme/project goals and objectives and planning the implementation of programme/project strategies.
- Develop a pragmatic and costed results matrix.
- Plan and prepare work planning (and mid-year review) events/workshops; develop guidance and templates as needed.
- Prepares programme documentation ensuring consistency with objectives and goals.
2. Information management and results-based management expertise is employed to ensure that work planning is supported by quality assurance techniques and performance monitoring.
- Monitor progress of work-plans; support Section Chiefs to address gaps or duplication of work, following up on items and issues related to the setting and achievement of divisional objectives;
- Establish appropriate and effective management information systems to support the monitoring of the work plan; and ensure requisite reporting in VISION.
- Provide regular updates and expert technical advice to EMOPS senior management.
3. EMOPS grants and OR resources are meticulously managed and sufficient OR is mobilised in support of new divisional priorities and for humanitarian crises, as necessary.
- Work with the Office of the Directors in Geneva and New York to ensure available human and financial resources support Divisional plans, needs and priorities, and are used in an effective and efficient manner.
- Works with senior management and section chiefs to identify funding needs and support the development of project proposals.
- Monitor and evaluate existing fundraising channels to ensure achievement of UNICEF fundraising goals to meet the objectives and financial targets.
- Maintain good contact with donors to mobilise resources, in coordination with PARMO and PFP and other relevant UNICEF entities.
4. Work plan activities and end results are effectively coordinated per major result area; are well communicated internally and are aligned with organisational efforts.
- Focal point for multi-divisional coordination in work planning processes, including with the regional offices.
- Participate in Divisional management meetings for planning, strategizing and harmonizing system processes.
- Ensure relevant parts of UNICEF are aware of EMOPS planned results and, similarly that EMOPS efforts are complementary with organizational efforts.

Qualifications of Successful Candidate
Education
- Advanced university degree in social and economic sciences or international relations.
* A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience
- Eight years of increasingly responsible experience in strategic planning and programme management, UN System Field experience in strategic programme management in international development. International and developing country work experience. Background/familiarity with Emergency Programme Implementation.
Language Proficiency
- Fluency in English required. Fluency in another UN language an advantage.
- Advanced university degree in social and economic sciences or international relations.
