Position: Director of Operations based in Phnom Penh. (Re-Announcement)

Start Date: April, 2014
Duration:  3-month trial period. A long-term contract will be offered depending on performance.
The Salary >USD 1500/month and it will be competitive according to relevant experience and qualifications.

NGO description/ background	TEUK SAAT 1001 is a Cambodian non-governmental organization created as an offshoot of a safe drinking water supply project in rural area in partnership with the French NGO “1001 fontaines pour demain”. The first stage of the initiative started in 2005, in North West Cambodia. TEUK SAAT 1001 been engaged since 2007 in Cambodia in the cooperation with 1001Fontaines, where it has developed an en-to-end project including the installation of small water treatment facilities run by village operators, as well as targeted support to build entrepreneurial capacities, achieve auto-financing and raise communities’ awareness of water issues. Because children are the most vulnerable to water-borne diseases, the project also includes the supply of safe drinking water to primary schools in every target commune, free of charge. To date, around 80 rural communes in 15 Provinces have been equipped with their own safe water production facility, enabling more than 150 000 people to drinking purified water every day.  The technology used involves micro-filtration and UV disinfection and relies on solar energy.
Context	TEUK SAAT 1001 is a leading Cambodian organization to promote health of Rural Communities in a sustainable manner. His ambition in the long term is to install 250 water treatment plants in the 250 Communes of Cambodia by the end of 2016 which ultimately serve between 0,5 to 1 million villagers. Approximately 1,000 full-time jobs will be created out of this program. TEUK SAAT 1001 team has 45 staffs and is in charge of running the deployment of the initiative in about 15 provinces of Cambodia, with 1001 fontaines’ support. Duties of the candidate	TEUK SAAT 1001 is seeking a qualified person to fill the position of a “Director of Operations” based in Phnom Penh. In the context of the above mentioned development objectives, TEUK SAAT 1001 is looking for the Director of Operations to implement its strategy on the field. It is a new position according to the organization ambition. He/She will provide leadership throughout the organization to ensure that the TEUK SAAT 1001 is a strong, healthy, and effective organization. The position will be critical as the organization grows and will work closely and report directly to the Executive Director. This position is specifically responsible for the following: Leadership and management Provide strategic organizational guidance and support to Executive Director Implement the strategy with the project management team Track progress toward strategic plan and other organizational goals. Lead operational management team towards the objectives Human Resources Develop employment policies (recruitment, training, mobility) that create and maintain an empowering and respectful workplace Define the necessary skills and make the effective team to reach the goals Partners relationships Maintain and ensure compliance with the procedures Enhance the long term financial sustainability of the TS1001 Ensure the accountability to the partners and clients Other Participate in staff meetings, retreats, and board meetings; Other duties as assigned.
Requirements of the candidate	Master degree in Business Management, finance or equivalent; At least 10 years of experience in managing development programs or business; Demonstrated leadership and management capabilities; Experience working in cooperation with government officials and other partners; Experience with finance and managing budgets; Demonstrated commitment to social interest and highly organized Ability and desire to work with a diverse range of people; Demonstrated ability to work in a cooperative and collaborative environment; Sense of humor and grace under pressure is highly desired. Strong work ethic and teamwork Proficiency with Office suite; Proficiency in Khmer and English, French is preferable
