Indigenous
Community Support Organization (ICSO) is a Cambodian NGO implementing
projects to support, strengthen, empowerment, and improve the capacity of
indigenous community organizations and groups to participate in the promotion
and protection of the indigenous rights and in the management of land, natural,
cultural and traditional resources. ICSO is working within 15provinces where
indigenous peoples have located. ICSO currently is looking for one qualified
Cambodian candidate to fill the position as following. The position is based in
Ratanakiri and frequently travels to communities or out of provinces (Some time
overnight stay in communities).
Position: Communal Land Title Project Coordinator
(CLTPC)
1_General
Responsibilities:
CLTPC is responsible for relationship,
consultation and direct reporting to Provincial Program Assistant on
processing, monitoring, follow up, and organizing activities of project to be
effectively and efficiency in accordingly with organizational policies and
other relationship.
2_ Main duties and
responsibilities :
A- Planning Organizing:
- Project design with field staff and prepare monthly, quarterly, semester and annual budget planning;
- Coordinating indigenous community registration by mechanically through law procedure, and communities’ goal;
- Planning on capacity development to field staff and target group;
- Planning for cooperation and collaboration relevance of technical institution and others to support on legal entity of IP land registration for recognition;
- Provide the technical support to ICSO and ICSO’s partners on community land registration and community solidarity through the Provincial Program Coordinator;
B- Project
Implementing
- Supervise CLTPA-PO to make sure the process go smoothly under the administration system and technical support;.
- Ensure the processes are available for replication of ICSO strategic plan;
- Conduct staff orientation on report writing and lead to spread out relevance workshops;
- Lead for cooperation with local relevance institution of village organizing project;
- Propose for project implementing;
- Support on capacity building to stakeholders either administration system or any principles;
C- Monitoring,
Evaluation, and Reporting
- Monitoring (Operation): Monitoring from project implementing to ensure project system and staff’s implementing achieve goal and project’s objective. And, ensure that project is maintaining accountabilities standard in responding with ICSO and donors;
- Evaluation: Leading initiative idea on monitory and evaluation both internal and external. Joint evaluate on field staff and committee;
- Reporting: prepare monthly, quarterly, semester, and annual report; case study and end project report which is required by ICSO and relevance institutions. Prepare to manage on information and data project, documentation and articles as required. Collate and translate activity reports from field operation staff and assist in the development of further capacity to report results against key indicators;
D-
Administration and Finance
- Monitor and provide capacity building by cooperation with administration training team to provide knowledge to staff and committee;
- Monitoring (Finance): Monitoring closely on project expenditure and contract agreement, monitor and evaluate on budget, and actual expenditure with Provincial Finance Coordinator on every monthly basis;
E-
Coordination and Relationship
- Consult with Provincial Program Coordinator for cooperation other partners and local institutions;
- Intervene other emergency activities which required by PPA and/or PPC.
Selection Criteria:
- Graduate degree from an accredited university such Rural Development, Law, General Management, or related field
- At least 2 years of relevant experience on community development and Village Organizing
- Experience in documentation and data management,
- Experience in monitoring and evaluation (Report, case study, other useful learning)
- Experience in cross-culture situations especially working with indigenous people issue would be an advantage
- Strong in Project Cycle Management skills
- Excellence oral and written English, Ethic and Khmer communication skills
- Strong organizational skills
- Good at facilitation and coordination skills
- Understanding on using the GPS and data entry.
- A respectful, good behavior, honest, and patient manner
- Experience and understanding on human rights especially legal entity land registration
- Computer skill Word, Excel, Power Pont, Internet and E-mail, Publisher, and others.
Competitive salary is commensurate with experience and qualifications which is range from USD500.00 to USD750.00 per month. Other benefits (Severance pay, 13th month salary, Accident-Health insurance) will be offered based on policies.
