Position: Project Manager
E&D
started in September 2013 a
new project in order to improve the access to and the quality of sexual and
reproductive health services in Kompong Speu province, Cambodia.
This
program with a duration of 3 years, includes 2 main activities:
- Public health activities targeting medical staff in health centers and hospitals
- Social activities targeting the community with an objective of prevention.
This
action is implemented in close collaboration with the Health Authorities at
province and district levels.
- The position is based in Kompong Speu with frequent travels to the field.
- The project manager will also be brought to travel regularly to Phnom-Penh.
Her/His missions and
responsibilities are:
1.1. Project management and overall
coordination
- Establishing activities according to the project documents: logical framework, description of activities, chronogram and provisional budget.
- The implementation and monitoring of tools allowing activities follow-up and results indicators analysis.
- Coordinating the overall project activities.
- Writing reports in accordance with donor’s formats and deadlines.
1.2. Manage HR
The project manager oversees
the team in charge of the project (medical and non-medical team):
For these staff, she/he:
- Finalizes the recruitment of the necessary staff for activities realization, in accordance with the post description and the provisional budget.
- Defines the local teams annual targets and assess them individually every year
- Suggests a plan for upgrading the skills of E&D staff
- Develops synergy between teams.
1.3. Administrative and financial management
In cooperation with the E&D Financial Manager in Cambodia, she/he is responsible for
E&D of the good use of project funds. For this purpose, she/he :
- Approves and checks monthly project accountancy
- Supervises the project expenses according to donors’ budgets
- Provide monthly cash request to E&D administrator.
1.4 Medical
activities
She/He supports the local
medical staff (doctor and midwives) for the achievement of medical activities.
She/He:
- Estimates needs for staff training sessions and oversees training
- Estimates needs for equipment in health centers and hospitals
- Assess professional practices of health centers and hospitals staff and gives technical support for improvement of the practices
She/He maintains good
relations with Health public Authorities inside the project area:
- She/He reports project activities to the Mother and Child Health department (MCH) of the Province Health Department (PHD)
- She/He represents E&D to MCH, PHD and Health district Authorities (Operational District)
1.5 Social activities
- She/he provides technical support to the local prevention team in behavior change communication, community development, social work and gender.
- She/he supports the local prevention team to establish and coordinate:
- Community sensitization activities on SRH and gender (more specifically key people, youth and CBAW)
- SRH counseling to CBAW by trained Village Based Doulas
- Collaboration between HCs and doulas/community groups
1.6 Capitalization and visibility
She/he ensures:
- The production and the documentation spreading in accordance with the work methodology established for the project.
- The planning of visibility activities
- The organization of results spreading seminar
- She/he represents E&D in inter-NGO seminars regarding health issues (MEDICAM)
1.7 Fundraising and Partnership
She/He:
- Identifies new donors and writes proposals.
- Is the representative for E&D and maintains good relationships with current and new donors
- Identifies new potential NGO capable of sharing some activities of the project and taking over the activities at the end of the project.
1.8 Others
According to the needs from
the Regional Director or the Headquarter, she/he :
- contributes to design new activities/project through Regional missions and/or proposal redaction
- actively participates to team meeting
Requested profile:
- Medical doctor or midwife or public health background
- 3 years of experience managing public health projects in developing countries
- Knowledge of behavior change communication, community development, social work and gender
- Experience in team management
- Experience with Health Authorities
- Experience in training appreciated
- Perfect command of project cycle
- Excellent written and verbal English skills, French and Khmer appreciated
- Demonstrated skills in intercultural dialogue
- Willingness to work in the field
Conditions :
- Volunteer International Solidarity (2 years)
- Monthly Allowance :1250 € +450 € for cost of living + child allowance
- Health Insurance and supplementary insurance
- 1 return ticket per year for the Family (for expatriate only)
