Summary of Position
IREX seeks a Grants Director for an anticipated USAID-funded Civil
Society Support Contract (CSSC) in Cambodia. The program is
designed to empower and connect segments of Cambodian civil society for a more
influential role in the country’s transformation to an enduring democratic and
prosperous country. The program will focus on strengthening
the effectiveness of CSOs and include support for USAID grant management,
organizational capacity building, legal assistance, and other interventions.
The position is contingent
on funding.

Summary of Responsibilities:
- Develop and manage grant-making program
- Provide support to USAID for management of grantees
- Communicate regularly with a wide range of sub grantees, providing monitoring and coaching
- Negotiate agreements with sub-grantees and subcontractors, and provide financial managing and monitoring of agreements
- Provide finance support to grantees
- Monitor grantees and provide required reporting
- Ensure full compliance with all USAID, IREX and Government of Cambodia regulations
- Manage budget tracking and reporting
- Liaise with IREX home office financial, compliance and field operations teams
Skills and Qualifications:
- At least five years of experience in grants management for donor-funded development programs
- Experience with USAID grants programs and all applicable regulations and procedures
- Demonstrated experience and skill with budget preparation and analysis and financial reporting
- Operational knowledge of USAID regulations including FAR and ADS concerning financial management and reporting, subcontracting, and procurement
- Demonstrated ability to serve as a mentor for grantees and to monitor grantee performance
- Full understanding of Government of Cambodia laws and regulations applicable to donor programs
- Excellent computer skills as they relate to financial management
- Strong organizational skills and excellent interpersonal and team work skills
- Professional proficiency in English and Khmer required.
