CAPABILITIES - HCP Project Officer
As a member of the Health Care and Promotion project of the Care, Advocacy and Promotion for People with Disabilities program (CAPABILITIES), the Project Officer is in charge of activities of Community Based Rehabilitation related to the People with Disabilities. She/he must work autonomously as well as in close collaboration with other colleagues (Cambodian and foreigners). By complying with NH vision, mission and policies, he/she will contribute to achieve its goals and objectives.
He/she will be reporting directly to the CAPABILITIES Project Manager. He/she will be in charge of a team of around 20 members.
The position is based in Kompong Chhnang with frequent travels to Kandal Province as well as other provinces when required.
Responsibilities
General Management
- Supervise the Community Based Rehabilitation centers’ staff and coordinate all the activities within the centers in order to ensure the accomplishment of our CAPABILITIES program goals and objectives.
- Supervise the overall activities of the Community Based Rehabilitation centers ensuring a high level of efficiency and quality of services provided to the beneficiaries
- Collaborate with the management team and advisors to establish the Individual Development Plan for the beneficiaries and supervise its implementation by the center supervisors and special needs teachers
- In coordination with the management team, advisors and center supervisors, plan the weekly activities of the CBR centers and provide weekly reports to the project manager
- Supervise the appropriate and timely daily transport of beneficiaries to the CBR centers
- Ensure that the health situation of the beneficiaries is monitored at all times and in coordination with the referral officer, refer the beneficiaries to public/private institutions when needed
- Continuously meet with the center supervisors in order to follow the activities of the center and the situation of the beneficiaries
- In coordination with the management team, advisors and center supervisors, meet the families of the beneficiaries in order to involve them in the activities of the centers
Human Resources
- Support and supervise directly the center supervisors in the implementation of the different activities, the impact monitoring and the documentation of the project
- Ensure the appropriate and timely recording of all center running expenses, respecting the approved budget and NH accounting standards and procedures
- In collaboration with the Project Manager, ensure the production of timely and good quality financial reports
Requirements
- Cambodian National
- Degree in relevant disciplines such as health, social services, psychology, management, rural development, etc. or equivalent proven work experience
- A minimum of 1 year of experience in working with people with disabilities, preferably in an NGO environment
- Previous experience in working with Community Based rehabilitation centers is a strong asset
- Good communication & presentation skills with the ability to establish fruitful relationships with the beneficiaries
- Patience, tolerance, flexibility and commitment to working with disadvantaged people in remote areas
- Honest, team worker with strong ethical values, sense of responsibility and demonstrated accountability
- English proficiency (oral and written) (required)
- Motorbike driving skills and driver’s license (required)
- Fluent English language knowledge is essential.
Salary and Benefits
- $US 400 to 430 per month according to experience and qualifications
- Benefits: Khmer New Year and Pchum Ben Bonus, Health Insurance (accident and hospital)
Contract Period
- Full time contract until the 31st of December 2014 - Renewable
- Starting date – February/March 2014
