Monitoring And Evaluation Specialist

International Relief and Development (IRD) is seeking a Monitoring And Evaluation Specialist for the Development Assistance Facility of Afghanistan (DAFA) of AusAID.  Monitoring And Evaluation Specialist plays a key part in ensuring that the DAFA project is successful in its mission.

The Australian Government established the Development Assistance Facility for Afghanistan (DAFA) in 2007 to support the Afghanistan National Development Strategy. The goal of DAFA’s third phase is to develop the leadership and human capacity required to achieve sustainable economic and social development in Afghanistan. Building capacity and public confidence in the government’s ability to deliver services and improving the quality of education are critical components of this mission and the Afghan government’s efforts to meet its people’s needs.

DAFA III comprises four components:
Australia Awards in Afghanistan offers opportunities for long and short-term study and professional development in Australia with the objective of developing capacity and leadership skills so that individuals can return home and contribute to development in Afghanistan.
Malaysia Australia Education Project for Afghanistan (MAEPA) involves the Governments of Malaysia, Australia and Afghanistan cooperating to provide professional development training to Afghanistan’s Teacher Trainers and teacher college staff to improve the quality of teaching in Afghanistan.
The Public Financial Management (PFM) program aims to improve the quality of core development budget processes in key service delivery Line Ministries.
AusAID-Initiated Activities deliver needs-based, flexible interventions in support of the Australian Government’s strategic programming objectives.

Description
The M&E Specialist will be employed for up to eight (8) months in total over the two-year timespan. By joining the IRD team for DAFA III, you will be working with Australian University and NGO leaders as well as AusAID-experienced advisors with extensive background in Afghanistan. 

IRD is one of the largest international NGO’s operating in Afghanistan with a 10 year track record of implementing over $1.8B worth of projects in partnership with the World Bank, USAID, DFID, UN, ISAF, CENTCOM, Army Corps of Engineers and the senior leadership within the Islamic Government Afghanistan in the ministries of Mines, Finance, Energy & Water, Education.  Our success in Afghanistan is based on the experience of our national team and from the collective knowledge of our international network of over 5,500 employees who work in over 44 countries to fulfill our mission of reducing the suffering of the world’s most vulnerable groups and providing the tools and resources needed to increase their self-sufficiency.

Essential Job Functions
  •         Developing / refining the draft Facility Monitoring and Evaluation Framework (MEF) included in the DAFA Phase III Design Document;
  •         Reviewing and/or developing and refining MEFs for each of the DAFA Phase III’s Components;
  •         Developing, in consultation with AusAID, development effectiveness measures for DAFA Phase III that align with AusAID’s development priorities for Afghanistan;
  •         Developing, in conjunction with the Component Managers, generic output, progress and outcome indicators for all activities, and applying these to a number of initial engagements and activities; 
  •         Developing / refining Activity Design draft templates for M&E reporting (including Activity Progress/Completion Reports);
  •         Defining the summary information that is required to be generated from the M&E database, and the level of detail that should be kept in the database; 
  •         Providing guidance on the design of baseline surveys to support later impact evaluation and for use during the development of strategies and developing Terms of References for baseline surveys needed for specific initial engagements and activities; 
  •         Developing an Evaluation Design that will guide the Mid-term and Completion impact evaluations of the Facility; and 
  •         Providing other advice on M&E as requested by the Facility Manager. 

Required Skills
  •         Tertiary qualifications in a relevant field and substantive, proven experience in design and implementation of monitoring and evaluation frameworks in a developing country context. 
  •         Sound understanding of AusAID’s policies and requirements regarding monitoring and evaluation.
  •         A good understanding of the social, cultural, political and institutional factors affecting development in Afghanistan 
  •         Strong analytical skills, strong, interpersonal, oral and written communication skills in English.

This position is an international position with fee rates governed by AusAID’s Adviser Remuneration Framework: Remuneration Tables and Guideline (February 2011). The position fits under Table C: Short-term Adviser, Discipline Group C, Job level 4
