Cultural Activities to Promote Awareness of Key Communication Themes

The European Commission Representation in the UK is offering project co-funding for cultural activities to promote awareness of key communication themes set by the European Commission. The call is designed to provide part-financing in the form of grants for cultural events which address one or more of the themes listed below. Before applying for this call (see Annexes), please ensure you are eligible and can fully meet our specifications.

Types of project supported
The EC Representation in the UK recognises the value of cultural engagement to create understanding and awareness of its current policy issues, especially among groups which tend not to engage with the political process. Through its past activities in the cultural sphere it has sought to bring an awareness of common issues as they are discussed at European and national level to the local community. It has also sought to highlight the cultural, as well as political dimension of the UK's membership of the European Union.

As a result, the Representation in London is launching a call for proposals targeted specifically at UK cultural operators/organisations which are invited to draw on their policy expertise and experience in staging events to promote the themes listed below (see objectives and expected results under Section 1.8.2.2 of 2013 Work Programme in the field of communication: http://ec.europa.eu/dgs/communication/pdf/progr2013_en.pdf).

The Representation has identified a number of policy areas which merit particular attention in its communication activities. They include:
  • Economic recovery and growth;
  • European Year of Citizens 2013;
  • Mobility of artists;
  • Creativity and creative industries, and
  • Multilingualism

Budget available
  • The total budget earmarked for the co-financing of projects is estimated at 140 000 euro.
  • The maximum grant will be 25,000 euro.
  • The Commission expects to fund 6-10 proposals.
  • The Commission reserves the right not to distribute all the funds available.

Admissibility Requirements
  • Applications must be sent no later than the deadline date of 5 July 2013 (see section 14 for delivery details).
  • Applications must be submitted in hard copy (see section 14), using the application form and annexes (see Documents B and C).
  • Applications must be drafted in English.

Failure to comply with those requirements will lead to the rejection of the application.

Eligibility Criteria

Eligible applicants
To be eligible applicants should:
  • be non-profit-making;
  • have legal personality;
  • be registered in one of the EU Member States, and
  • be independent of the public authorities.

In order to assess the applicants' eligibility, the following supporting documents are requested:
  • Company Registration;
  • Proof of Not-for-Profit status.

Eligible activities
  • The estimated duration of the activities may not exceed one year.
  • The Representation will not be overly prescriptive about the exact nature of the events staged (see examples of previously funded projects listed below) but they must:
  • Have a communication plan as part of the application with the intention of delivering reviews, coverage by local and national media, podcasting or evidence of event awareness;
  • Preferably be free to attend;
  • Open to the widest possible public audience;
  • Be advertised and staged as joint ventures between the European Commission Representation in the UK and the applicant (events which relegate the Commission to the role of "sponsor" will not be considered);
  • Be related clearly to EU-level activity in the chosen policy area(s) identified under Section 2. Proposals which do not include a predominantly EU angle on the priority themes above will be excluded;
  • Offer a presence for the Commission or other EU institutions, and/or
  • Involve European Union National Institutes of Culture (EUNIC) London or its members (see www.eunic-london.org).

In order to give you a grant we need to be sure of your legal status. And we must be able to pay you money into a single bank account. There are two forms to fill in. Officially, you do not have to complete either until a grant offer has been made. But if you do it now, it will save time later. Note that if you have already received a grant from the Commission, you will already have sent us these forms. Unless your legal status or bank details have changed, you don't need to do so again.
