Cambodian League for the Promotion and Defense of Human Rights (LICADHO) is a non-governmental, non-profit and non-political human rights organization established in July 1992. With a central office and twelve provincial offices, LICADHO aims to promote human rights and the rule of law.
LICADHO is seeking a highly qualified candidate to fill the position of Advocacy Consultant for LICADHO’s Phnom Penh office. The purpose of the position is to provide technical support and assistance to the Advocacy and Documentation Resource Office (ADRO). The Consultant is expected to develop strategic approaches, strengthen existing tools and systems, prepare reports and other advocacy material, take the lead in drafting and editing media communications, serve as a point person for English-language communications, assist in developing and conducting external/internal training, and assist other LICADHO staff in improving overall advocacy strategies for the organization.
Main Responsibilities:

Main Responsibilities:
- Develop and implement advocacy strategies for LICADHO, with the goal of increasing local and international awareness of the human rights situation in Cambodia.
- Oversee the development, drafting and production of advocacy reports. Develop new topics for advocacy reports.
- Assist in compiling and drafting annual reports and other narrative, audio and visual advocacy material.
- Provide assistance to staff in drafting donor reports and funding proposals.
- Maintain the organization’s Facebook page and improve its content, relevance and reach. Assist in maintaining LICADHO’s website and Twitter accounts, as necessary.
- Develop compelling content for LICADHO’s website and social media outlets.
- Identify and assist to develop and conduct specific training for LICADHO staff aimed at improving quality of advocacy materials.
- Provide information/interviews to print, radio and visual media, as required.
- Assist other staff in developing appropriate responses to media inquiries.
Qualifications and Requirements:
- University degree in journalism or communications or a closely related field.
- Native-level fluency in English; knowledge of Khmer would also be a major asset
- At least 3 years minimum working experience working in the field of journalism, communications and/or law.
- Working knowledge of international and legal human rights instruments.
- Able to work with minimum supervision under Cambodian led management, honest and hardworking
- Strong research, documentation and analytical skills
- Exceptional writing skills, preferably of a journalistic style; ability to write quickly and accurately under deadlines; ability to edit and proof read to a professional level.
- Excellent oral communication skills, including experience dealing with media, NGOs, UN and grassroot groups
- Experiences in the management of social media and/or web pages
- Knowledgeable of photography, graphic design and page design
