Duration :         12 months but can have a possibility for long term contract

NGO description/ background	“TeukSaat1001” is a Cambodian non-governmental organization created as an offshoot of water supply project in rural area which run by the non-profit French NGO “1001 Fontaines pour demain” in Battambang, BanteayMeanchey and Siem Reap provinces since 2005. The first stage of the initiative concentrated on the rural regions of Cambodia and to date more than 50 operating sites have been implemented in the north west of the country. These sites provide more than 60,000 people daily with safe drinking water.
Mission of the NGO	The mission and vision of “TEUK SAAT 1001” is to improve the health of rural people through the initiativeto create safe drinking water service and with sustainable manner. The proposed objective of our non-profit association is to empower rural communities by enabling them to produce and guarantee quality of drinking water at an affordable price, based on a social enterprise business model, which ensures that they are self-sufficient and reach the largest number of beneficiaries.
Context:	Since beginning of 2012, TEUK SAAT 1001 start to scale up project in 4 Provinces, Kandal, Kampong Cham, Prey Veng and Kampong Speu through partnership with 1001Fontaines, Unicef and MRD, to implement 60 water treatment plant in 60 communes of these 4 Provinces. 20 water treatment plants were installed in 20 Communes already, and the rest is ongoing installation. Our ambition in the long term is to install 250 water treatment plant in the 250 Communes of Cambodia by the end of 2016 which ultimately serve between 0,5 to 1 million villagers – while today 7 million of Cambodian people living in rural areas don’t have any access to drinkable water. Approximately 1,000 full-time jobs will be created out of this program.
Duties of the candidate	“TeukSaat1001” is seeking a qualified Cambodian to fill the position of a “Project Manager” based in Phnom Penh. He/she will: 1.Project Management, Monitoring and Evaluation Ensure the operation goals and objectives are met with high quality. Responsible for project budgeting and financial monitoring, ensuring project activities are on schedule and project expenditures are cost  efficient; Prepare budgets based on detailed work plans and monitor project budgets regularly (monthly, quarterly and annually)  Work with and supervise project staff on technical matters to ensure the best quality of the projects activities and materials. Prepare monthly reports, quarterly reports and other reports upon request.  Conduct field trips to these project areas when requested during planning, monitoring and evaluation Conduct feasibility of projects assessments for fundraising 2.Coordination and Relationship Management Build and nurture effective working relationships with local authorities, national and local partners and other related agencies to facilitate effective implementation of the project 3.Team and organizational building and development Maintain positive teamwork among members working in the same project. Be willing to provide extra support to team members  Supervise and mentor staff on daily operational tasks, motivate and leading all staffs to reach TS 1001 plans
Requirements of the Candidate	5 years of experience in managing project Bachelor’s degree in Finance/Business Administration, Business Management, Civil or Rural Engineer or equivalent  Personnel management skills  Experience in monitoring and evaluation Experience and desire to work with government officials and other partners Proven staff management abilities and successful track record in project management Familiarity and experience working in Cambodia, particularly in rural communities  Strong communication skills, attention to detail and highly organized  Strong work ethic and teamwork Willingness to travel to project sites in rural communities Proficiency in Khmer and English, French is preferable
