Chemonics seeks an operational risk manager (ORM) for the ongoing
USAID-funded Libya Transition Initiative program based in Tripoli. The
ORM is responsible for the oversight of security planning, information
collection and intelligence analysis, establishing and maintaining
networks throughout the country, and monitoring the safety and security
of Chemonics projects based in Libya. The ORM will provide technical
advice and guidance to all project-related personnel. The ORM will also
work to develop the professional competency and capabilities of a Libyan
counterpart. We are looking for individuals who have a passion for

Responsibilities include:
- Advise Chemonics leadership, both in Libya and in the Washington, D.C. home office, of security trends and incidents and provide support during a crisis situation
- Ensure the provision of quality control/quality assessment of security providers
- Maintain comprehensive understanding of country context through ongoing information gathering, analysis, networking, and dissemination of intelligence to relevant parties
- Ensure implementation of security policies, procedures, and programs, including local national security, training of Chemonics staff, medical emergency preparedness, lessons learned, acquisition and implementation, and emergency communications
- Implement an extensive training platform for local national counterpart
Qualifications:
- Minimum 10 years of experience working in security management, crisis management, and strategic risk mitigation measures, including significant management and leadership experience
- Experience in high threat countries preferred; experience in Libya strongly preferred
- Ability to foster and maintain high-level network contacts throughout Libya and within the security community
- Understanding of the unique environment in which Chemonics projects in Libya operate, including a comprehensive understanding of low visibility and small footprint approaches to security management
- Demonstrated leadership, versatility, and integrity
- Willingness to relocate to Tripoli and travel throughout the country required
- Fluency in written and spoken English required; working knowledge of Arabic preferred
