The United States Agency for International Development (USAID), is seeking applications (proposals for
funding) from local organizations as primary recipients to improve the health status of vulnerable populations in target provinces within Cambodia to increase utilization of high-quality reproductive health/family planning
(RH/FP), maternal and child health, and HIV/AIDS services. Please refer to the Program Description (RFA
Section I) for a complete statement of goals and expected results.
Subject to the availability of funds, USAID plans to award one cooperative agreement with a total estimated
amount of up to approximately $6,600,000, subject to availability of funds, for a program not to exceed five
years (from on or about October 01, 2013 - September 30, 2018). USAID reserves the right to fund any, a
portion of, or none of the applications submitted.
In recent years, Cambodia has made tremendous improvements in a number of key public health areas,
including reproductive health/family planning, maternal and child health, and HIV/AIDS, with many of the
2015 targets for the Cambodia Millennium Development Goals being reached ahead of schedule. Remarkably, Cambodia has managed to halve its maternal mortality rate (MMR) in the past five years, due in part to efforts to increase antenatal care (ANC) and skilled birth attendance (SBA) rates. Most effectively, perhaps -- the Royal Government of Cambodia (RGC) introduced financial incentives to encourage facility-based deliveries and also committed to scaling up the Health Equity Fund (HEF) to expand health access to the poor. To support the RGC’s efforts in many of these areas, many of the major development partners, including the World Bank, AusAID, UK AID for the Department for International Development (DFID), and the Agence Française de Développement (AFD), have pooled funds to enhance donor harmonization and improve government ownership.
USAID has supported reproductive health/family planning service delivery in Cambodia since 1998. Assisting the public sector to improve service delivery has been a core component of USAID support in Cambodia. Evidence and experience shows that non-governmental organizations (NGOs) and the private sector play critical roles in meeting the diverse health needs of the Cambodian population, and USAID continues to support the delivery of health products and services through NGO or private sector service delivery points with particular emphasis on increasing the long-term sustainability of these vital channels through the development of sound business plans and enhanced cost recovery.

challenges.
PURPOSE
USAID/Cambodia proposes a five-year Cooperative Agreement for a Health Service Delivery Program to reach specific vulnerable populations. This award is limited to local organizations as the primary recipient. The resulting program will be one of USAID/Cambodia’s principal mechanisms through which to deliver set Global Health Initiative (GHI) priorities. The Recipient will manage and administer a program of five years duration with estimated life-of-program (LOP) funding of up to US$6,600,000, subject to availability of funds.
The goal of this program is to improve the health status of vulnerable populations in eight target provinces
(Phnom Penh, Kampong Speu, Kampong Cham, Battambang, Kandal, Bantey Mean Chey, Siem Reap and Prey Veng). The program’s purpose is to increase utilization of high-quality reproductive health /family planning (RH/FP), maternal and child health, and HIV/AIDS services that meet the health needs of vulnerable populations in target provinces. Target populations include: youth, garment industry workers, men who have sex with men, entertainment workers, and urban and peri-urban poor, including low-income formal and informal workers, such as migrant laborers, who have limited access to quality, affordable health services.
