Activities/responsibilities:
- Develop and maintain an up to date strategy, and business plan in the Agriculture and Food Security Division
- Ensure that cross-cutting issues, such as capacity development,
women in development, social and environmental issues related to
agriculture and food security are addressed
- Create and implement actionable Agriculture and Food Security
Division short to medium term operational plans and budgets with
operational KPIs linked to the Department strategy
- Co-ordinate the Agriculture and Food Security Division’s activities
so that it effectively utilises its resources, manages its priorities,
and is able to be both responsive and proactive
- Manage, monitor and evaluate the Agriculture and Food Security
Division’s on-going portfolio and quality of its outputs and services,
identifying and initiating actions for improvement and innovation
- Build and develop productive inter-Divisional working relationships
within IDB Group and with external partners for joint working and
knowledge sharing
- Provide regular management reports with analysis and comment on Divisional performance and results
- Identify opportunities and champion initiatives that enable the
Agriculture and Food Security Division to increase its impact or to
deliver innovative and differentiated services, encouraging Division’s
Staff to fully contribute.
- Lead provision of Bank technical advice to member countries,
development partners through, inter alia, project
preparation/implementation, non-lending TA, and reverse linkage.
- Lead the production of quality reports and policy papers on AFS, in
highly demanding environment. Leads Agriculture and food security policy
dialogue and the provision of Bank technical advice to MCs and
development partners. Formalizes relevant good practice and disseminates
them internally, to the Bank's clients and other partners.
- Advise management and staff on AFS strategy and long-range development issues impacting a country or group of countries.
- Manage the sector strategy execution with focus on agriculture and food security Portfolio and knowledge products
- Policy, Strategy and Technical Analysis for Country, Sector Issues-
Oversee the implementation of the AFS strategy; developing a relevant
and sustained pipeline of lending and non-lending activities in
agriculture and food security.
- Portfolio Management- Manage the AFS portfolio addressing design and
implementation issues in a timely manner and taking actions to ensure a
satisfactory performance of the portfolio in the Agriculture and Food
Security Division at any given point in time.
- Project Design for Impact and Sustainability-Responsible for
ensuring the quality at entry and at exit of the AFS financing and
knowledge activities along the project cycle- sector review, project
concept, project preparation, appraisal, financing approval,
implementation support, and completion.
- Operational Policies Application to the Project Cycle- Sign-off
disbursement requests and resolve procurement and other related issues
as they arise, while ensuring appropriate and practical procurement plan
and disbursement plan are an integral part of project preparation.
- Ensure quality at entry of projects through ensuring a rigorous
project preparation and through assisting the country department in
project identification
- Act as an expert on policy and strategy in the agriculture sector
and Food Security, and knows the Bank's stance on cutting-edge issues.
- Assess the strengths and weaknesses of a client's agriculture sector
policy and gauge the impact on a project and society as a whole.
Integrates this knowledge into other areas of the Bank's strategy and
portfolio.
- Oversee project formulation, preparation, financing approval, and implementation of projects in the sector
- Initiate and oversee reviews, analyses and studies to identify and assess the needs and priority in the sector
- Lead and actively pursue activities in agriculture and food security
and assist country department in the development of sound project
pipeline in the sector
- Build and maintain deep knowledge and expertise and act as the
senior sector expert and consultant in providing sector specific
innovations and insight to critical aspects of agriculture and food
security
- Identify and anticipate opportunities in the sector and facilitate themes and provide information for policy discussions
- Act as the focal point for all matters related to agriculture and food security with member countries
- Represent IDB in events, such as coordination and consulting meetings and conferences related to agriculture and food security
- Being involved in preparation of sector policy papers and
development of an inventory of best practices and success stories in the
sector
- Initiate and manage preparation of project completion reports in
highlighting problems and issues faced, actions taken and lessons
learned
- Generate commitment, motivation and enthusiasm to Agriculture and
Food Security Division goals, and guide Division members through periods
of change or uncertainly
- Provide clear direction, prioritise tasks, assign and delegate responsibility and monitor the workflow
- Create and promote an environment that values analytical thinking and new and innovative approaches
- Plan, manage and review individual performance and provide regular
feedback, development and coaching, taking prompt action where necessary
- Provide opportunities for Agriculture and Food Security Division
members to suggest, participate in and contribute to improvement,
innovation and knowledge sharing initiatives
- Is able to select, direct and motivate teams to deliver high quality
results on time and within budget. Provides inspiration and guidance
for individual members to do their best. Manages change throughout the
project life cycle. Is able to resolve problems

Required skills and competencies:
- Broad understanding of agricultural systems as well as in-depth
knowledge in one or more subtopics, based on significant first hand
experience. Can lead high-level client discussions as well as deeper
technical dialogue and application in at least one of the subtopics. Is
sought out to serve as an authority and / or to peer review the work of
others.
- Ability to lead the provision of Bank's technical advice to clients,
development partners through, inter alia, project
preparation/implementation, non-lending TA, and fee-based service.
- Able to guide task teams in structuring and undertaking sector studies; and improving sustainability of Bank projects.
- Able to conduct objective evaluation of systemic non-compliance with Bank policies/procedures and loan/grant proceeds.
- Able to formalize relevant good practice and disseminate them in the
Bank and to the Bank's clients and other partners involved in the
sector.
- Able to provide comments on country development agendas, in areas
relevant to specific Bank projects. Contributes to Bank country
assistance strategy discussions with internal and external clients,
providing substantive added value to issues of impact and results.
- Highly proficient in advising task teams, clients on optimizing
project design and expected results taking into account opportunities
and weaknesses of the broader country context.
- Recognized analytical skills; ability to innovate and to apply problem-solving skills in carrying out complex tasks.
- Ability and track record of leading agriculture sector and food
security policy dialogue and the provision of Bank technical advice to
clients and development partners.
