Background
“TeukSaat 1001” is a Cambodian non-governmental organization created as an offshoot of safe drinking water supply project in rural area in partnership with the French NGO “1001 fontaines pour demain”. The first stage of the initiative started in 2005, in North West Cambodia, and has achieved to date the implementation of 50 operating sites in Battambang, BanteayMeanchey and Siem Reap provinces. These sites provide more than 50,000 people daily with safe drinking water. “TeukSaat 1001” is committed to act as a service platform for all production sites of safe water and as a project manager to set-up new safe water production sites.

The proposed objective of our non-profit association is to empower rural communities by enabling them to produce and guarantee quality of drinking water at an affordable price, based on a social enterprise business model, which ensures that they are self-sufficient and reach the largest number of beneficiaries.

Main activity
The “1001 fontaines” solution uses water that is available locally - surface water from swamps, rivers, ponds- and purifies for bacteria contamination (using ultraviolet rays), at very low cost, in order to eliminate a high percentage of therisks of disease, while in parallel providing on-site education programs on hygiene to raise awareness. The purified water is sold at a fixed price of USD 0.01 per litre and distribution is done using 20 litres containers, which are disinfected, closed and sealed, thereby guaranteeing the quality for the end-consumer.

management of the operating site and distribution to families and schools is
undertaken by an entrepreneur recruited within the village and trained through
our “Social Entrepreneur Academy”. This approach, combined with the support of
the local platforms, ensures that the solution is sustainable and that villagers
receive a quality service.
The local NGO
acts as a service platform to fulfill the needs of entrepreneurs located in
villages: supply chain of consumables, water quality control, technical
assistance and control, business consultancy. In exchange of those services
the entrepreneurs pay monthly fees to the platform.
Context
TeukSaat1001”“Technical and Quality department” has been developed in order to reinforce the capacity building to the rural entrepreneurs, along with “1001 fontaines” is ongoing to roll-out the solution in different areas of Cambodia by installing 200 production sites by 2016 supported by 3 or 4 platforms. “TeukSaat1001” is seeking a qualified Cambodian to fill the position of Head Technical Department, linked to the Technical team of the NGO, in order to support TS1001 Technical team and help them to follow-up entrepreneur activity in the villagesand insures Technical skills and research the new idea to ensure the water quality.

Duties of candidate
TeukSaat is seeking for Cambodian experimented in Water treatment with a strong understanding of water treatment process and water quality issues. Under the responsibility of “TeukSaat 1001” director and in coordination with other members of the project team, he/she will be assigned the following responsibilities:

Design
TS1001 technical country strategy for the Technical Department and contribute
to its implementation in order to maximize TS1001 impact and address of the
needs in the country.
He/she
is expected to lead on sector assessment, project planning, coordination, and
support fundraising, recruitment and procurement.
More precisely, he/she will be in charge of:
- Strategy’s design, according to her/his analysis of the actual context, and in collaboration with the team
- Attention given to Technical Advisor’s alerts
- Promotion of technical innovation through suggestions to/from Technical Advisor and Project Managers
- New projects’ conception in collaboration with Project Managers and Field Coordinators
- Writing of initial proposals
- Efficiency of monitoring and evaluation systems and the proper handling of auditors’ requests
- Quality of technical support given to team
Contribute to TS1001
technical expertise
More precisely, he/she will be in charge of:
- Technical capitalization
- Monitoring the implementation of new techniques
- Testing the new technology or methodology
Human resources
Management
More precisely, he/she will be in charge of:
- Technical supervision of Project Managers in his/her Department
- Capacity building of direct reports and Program Managers in his/her field especially through leading training sessions
- Support and accompany the technical team promoting the commitment to TS1001 Charter and prevention of frauds and power abuses
- With support from the Monitoring & Evaluation team put in place an M & E plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
- Identify learning and training opportunities for WASH project staff and work as a mentor and role model for less experienced staff.
Qualification and
previous experience:
- Requirements of applicant Cambodian nationality
- Proven track record as a WASH adviser / HoD or consultant as well as substantial experience as project manager or implementer of WASH projects. Knowledge or experience in Cambodia. Experience in training/coaching as well as in proposal writing is needed.
- Education to Water, Hydrology, Engineering, or a related subject, or equivalent field experience
- Minimum 5years experience of working in WATE
- Previous experience of managing a WASH team
- Knowledge of monitoring and evaluation
- Experience of training and capacity building WASH staff
- English fluent is required, French would be an asset.
- Microsoft Word, Excel, Power Point, AutoCAD 2D & 3D.
Reporting
Head technical Department reports
results to the Executive Director, donors and partners.
