Call for Proposals for the European Instrument for Democracy and Human Rights

The European Instrument for Democracy and Human Rights (EIDHR)1 was adopted by the European
Parliament and the Council in December 2006. This new instrument takes the place of the European
Initiative for Democracy and Human Rights, which was created at the initiative of the European Parliament
in 1994. With the entry into force of this instrument in January 2007, financial support for activities that
aim to strengthen democracy and human rights in the world have been made available under the 2007-2013
financial envelopes.

The EIDHR Strategy Paper 2011-2013 has identified in its Objective No. 2 " Strengthening the role of civil
society in promoting human rights and democratic reform, in supporting the peaceful conciliation of
group interests and in consolidating political participation and representation" as the Country-based
support schemes (CBSS) that takes the place of the micro-project facilities to be managed directly through
call for proposals by the European Union Delegations.

The European Union recognizes the grassroots organisations as key actors in fostering social capital and the
democratic development on their societies. This programme is designed to deepen support for local civil
society initiatives and back their contribution to democracy as well as to strengthen the cooperation between
the European Commission and the NGOs and to build the capacity building of the civil society organizations.
The Delegation of European Commission to Cambodia has launched Calls for Proposals under the micro
project programmes since 2004. Since then, the Delegation has selected 50 projects to be funded in order to
improve respect for human rights and the advancement of democracy in Cambodia. This call for proposals is
the ninth one directly managed by the EU Delegation to Cambodia

OBJECTIVES OF THE PROGRAMME AND PRIORITY ISSUES
 
The global objective of this Call for Proposals is to contribute to the development and consolidation of
democracy and the rule of law and respect for all human rights and fundamental freedoms within the
framework of the Community’s policy on development cooperation and economic, financial and technical
cooperation with third countries, consistent with the European Union’s foreign policy as a whole.
 
The specific objective (s) of this Call for Proposals is to strengthening the role of civil society in promoting
human rights and democratic reform, supporting the peaceful conciliation of group interests and
consolidating political participation and representation.

FINANCIAL ALLOCATION PROVIDED BY THE CONTRACTING AUTHORITY
 
The overall indicative amount made available under this Call for Proposals is € 1 800 000. The Contracting
Authority reserves the right not to award all available funds.

Indicative allocation of funds by lot:

LOT 1: € 1 200 000 Support actions to promote land security and tenure for the most
vulnerable and marginalized groups such as those belong to indigenous
and minority communities as well as urban poor or those communities
affected and/or displaced by dams and other economic and
infrastructure developments.

LOT 2: € 300 000 "Support to actions that promote independent, professional and
responsible forms of media, documentation and reporting, especially
actions that focus on improving accurate and impartial reporting on the
impacts of public policy on the rights of marginalised groups including
women, children, minorities and gay, lesbian, bisexuals, transgender
and intersex ( LGBTI) persons."

LOT 3 : € 300 000 "Support to actions that promote the implementation of core labour
rights and standards, including the right of workers to form
associations / unions/ engage in collective bargaining with a particular
focus on the rights of women employees"

If the minimum percentage indicated for a specific lot cannot be used due to insufficient quality or number of
proposals received, the Contracting Authority reserves the right to reallocate the remaining funds to another
lot. Up to 10% of the indicative amount of funds may be used by the European Commission for support
measures. Equally, the amount could be increased should more funds become available.

Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum
amounts:
· minimum amount: € 100,000.00
· maximum amount: € 300,000.00

Any grant requested under this Call for Proposals must fall between the following minimum and maximum
percentages of total eligible costs of the action:
· Minimum percentage: 50 % of the total eligible costs of the action.
· Maximum percentage: 100 % of the total eligible costs of the action (see also Section 2.1.4).

Any grant requested under this Call for Proposals must further be limited to 95% of the estimated total
accepted costs2. In case that the total accepted costs are equal to the total eligible costs, the percentage
applicable to the total accepted costs applies to the total eligible costs to ensure the required cofinancing.
 
Wherever in the Call for Proposal a reference to the percentage of eligible costs is made, the further
limitation to the percentage applicable to the total accepted costs will apply. As a reminder, before
sending your proposal please check that the requested contribution is equal or less than maximum
percentage of the estimated total accepted costs allowed.
