CAPABILITIES – Deputy
Program Manager
As a member of the Care, Advocacy and Promotion
for People with Disabilities program (CAPABILITIES), the Deputy Program Manager
is responsible to coordinate all the activities of the program in order to
ensure the accomplishment of the program goals and objectives in favor of
Children and People with Intellectual Disabilities.
He/she will work under the direct
supervision of the Country Coordinator in close collaboration with other
colleagues as well as autonomously. The position is based in Kompong Chhnang
province (Boribor & Kompong Chhnang districts as main target areas) with
frequent travel to Phnom Penh and Kandal province.
By complying himself/herself with NH
vision, mission and policies, he/she will contribute to achieve the
organization goals and objectives.
Responsibilities
The
main responsibilities of the assignment are to:
- In collaboration with the Country Coordinator, manage the strategic development of all the program components ensuring a high level of efficiency and quality.
- Implement the activities of Health Promotion, Prevention and Early Detection of Disability in coordination with the Provincial Department of Health and other local stakeholders.
- Supervise and give daily direction to the program staff in order to perform the activities of the program in the most effective and efficient way.
- Foster a culture of initiative and creativity to develop new activities and new approaches supporting the integration of people with intellectual disabilities into their families and communities, and to improve the quality of care of the beneficiaries as well as raise the awareness of their families.
- Accompany regularly the program staff and share with them the daily challenges and the difficulties they encountered in the care of people with intellectual disabilities and/or their relationships with the families.
- Welcome external visitors, such as government officials, donors and NH friends, and accompany them during their visit of our activities, providing them with all necessary explanations.
- Facilitate the integration of new volunteers, short or long-term, by providing them with inputs regarding NH projects and working spirit as well as advices regarding life in Cambodia and support when needed.
- Participate in weekly, bi-weekly and monthly, presentation and evaluation meetings in order to discuss the progress of the activities and problems encountered during the implementation of the program.
Requirements
- Degree in Project Management, Health or Social Sciences, or equivalent
- Master in Public Health is considered a strong asset
- A minimum of 3-5 years experience in project management
- Experience with staff management
- Familiar with monitoring tools and evaluation process, including a proven experience in report writing.
- Good communication & presentation skills with the ability to establish fruitful relationships with beneficiaries
- Patience, tolerance, flexibility and commitment to working with disadvantaged people in remote areas
- Honest team worker with strong ethical values, sense of responsibility and demonstrated accountability
- Verbal and written skills in Khmer and English are required
- Motorbike driving skills (desirable)
Salary and Benefits
- $US 800 to 950 per month according to experience and qualifications
Contract Period
- Full time contract until the 31st of December 2013 - Renewable
- Starting date – March 2013
