Background
Handicap International is an
international humanitarian organization that works to improve the living
conditions of people living in disabling situations in post-conflict or low
income countries around the work. Founded
in France in 1982, the Handicap International Federation now has over 3,350
personnel working in 60 of the world’s lowest income countries. Eight national associations, based in France,
Switzerland, Belgium, Germany, Luxembourg, Great Britain, Canada and the United
States, provide overall support for the field programs, which are implemented
through the Federation headquarters in Lyon, France.
Our programs reduce and address the
consequences of disabling accidents and diseases; clear landmines and
unexploded ordnance and prevent mine-related accidents through education;
respond fast and effectively to natural and civil disasters in order to limit
serious and permanent injustices and assist survivors with social and economic
reintegration; and advocate for the universal recognition of the rights of
persons with disabilities through national planning and advocacy and for the
elimination of landmines and cluster munitions, weapons of war that continue to
injure people long after conflicts have ended.
Handicap International (USA) is an
independent affiliate of the Handicap International Federation, headquartered
in Lyon, France. Handicap International
(USA) has offices in metropolitan Washington DC and New York. Our mission is to support the work of the
Handicap International Federation by mobilizing both private and public
financial support, representing Handicap International with national and
international bi-lateral and multi-lateral institutions based in the U.S.,
facilitating the recruitment of personnel and raising the organization’s profile.
Handicap International (USA) also engages in education programs with the
general public and advocates for U.S. accession to the landmine and cluster
munitions treaties.
Based in Takoma Park, MD, the
Program Support officer reports to the Director of Institutional Funding of
Handicap International (USA).
Purpose of the Job
The Program Support Officer is
responsible for contributing to Handicap International (USA) strategic
objectives related to fundraising from institutions, which reflect the Handicap
International Federation’s global strategy. He/she is responsible for
developing relationships and identifying opportunities, proposal development
and the management of grants for US institutional funders.
Under the supervision of the
Director of Institutional Funding, the PSO shall:

Develop relationships with
institutional donors and partners
•
Contribute
to annual and long-term strategies to raise funds including but not limited to
identification, cultivation and solicitation of institutional donors and the
development of partnerships with US government contractors and grantees at both
HI US level, respective desks and for individual countries
•
Lead
on the development of relationships with PRM and those with a specific interest
in Africa
•
Develop
communication materials for specific donors as required
•
Monitor
the external funding environment as relates to PRM and OTI, network and
collaborate effectively, internally and externally, to identify new revenue
opportunities and match funding interests to Federation needs.
•
Undertake
field visits to support field staff in US donor cultivation
•
Represent
HI at Interaction meetings, workshops and other events
•
Develop proposals for submission to
institutional donors
•
Support
the development of proposals and contribute to their production as necessary
for PRM, OFDA and OTI and others as delegated with a focus on Africa
•
Lead
the proposal writing process when requested by the desk
•
Provide
training and consulting to support the work of the field and desk in proposal
development
•
Manage grants administration and
reporting
•
Use
the programmatic control checklist in all aspects of grants administration
•
Monitoring
of financial reports, flagging underspends and overspends
•
Provide
training, mentoring and provision of tools for field and desk staff in program
implementation
•
Develop
Joint Implementation Contracts (JICs) as required
•
Utilize
the management system for grant administration
•
Ensure
all program reports are compliant with donor regulations- editing and adding as
necessary
•
Monitor
changes in donor regulations and communication of those changes to the relevant
desks and field staff
•
Conduct
monitoring visits to the field for projects funded by US institutions
Carry out any other tasks as may be
assigned by the Director of Institutional Funding.
Synopsis
Handicap International’s (HI) US
office is looking for an experienced program support officer to join our
institutional fundraising team based in Takoma Park, Maryland (15 minutes by
Metro from Central Washington DC). HI is an international humanitarian organization
that works to improve the living conditions of people living in disabling
situations in post-conflict or low income countries around the world. This position will be responsible for
developing relationships with institutional donors and partners, developing
proposals and grants administration. The position will start in March 2013.
