Purpose of position: | |
The International Federation of Red Cross
and Red Crescent Societies (IFRC) views humanitarian diplomacy as an
important element in supporting the collective efforts of its membership
and of its Secretariat to meet the needs of vulnerable people and to
address the major humanitarian challenges confronting the world today. The International Federation Secretariat (Geneva and Zones) coordinates and supports the collective efforts of the International Federation membership. The Humanitarian Diplomacy Division (herein "the Division") was created in recognition of the unique opportunities offered by more focused and forceful humanitarian diplomacy. The Division will work in new ways alongside Zone offices, to ensure the Secretariat's support to the programs, strategies and resource bases of National Societies, and to help them reach the ambitions of Strategy 2020. The Division is made up of three departments, including the Strategic Partnerships and International Relations Department, the Principles and Values Department, and the Communication Department. The Communications Department will steer internal and external communication and promotion in support of Federation priorities and to position the organisation. The Department will help engage National Society leaders and key stakeholders to integrate these priorities and to support the strategic initiatives of the organisation. Fostering a culture of campaigning, and chiefly involved in managing Red Cross Red Crescent brand(s), the Communication Department will enhance the capacity of its member National Societies, to conduct their own communications work. The Communications Department is also responsible for managing external and internal websites and publications. The Public Communication Manager will work as part of the Communications Department's management team in order to position the IFRC and its membership as a leading organisation in the humanitarian and developmental fields. To this end, he/she will manage and coordinate global media relation, online communication and advocacy. The public communication manager will develop a proactive strategy, in close coordination with the zones, to ensure highly effective emergency communications. In close coordination and consultation with the zones and National Societies, he/she will also design and launch high quality advocacy initiatives and products and will mainstream online communications means and strategies. The public communication manager will contribute to develop relevant partnerships as well as training or capacity building tools in support to National Societies and IFRC global communication team. He/she will foster a common understanding that his/her work is a key pillar of global communications for the Federation as a whole. |

Description of Key Duties and Responsibilities: | |
Manage the Public Communication Unit
according to clear objectives supported by adequate processes,
procedures, guidance and an evaluation framework. Support the coordination of the global communications team and plan public communications activities to enhance IFRC global positioning and/or to support National Societies plans. Develop emergency communications and membership services as a constant priority. Support the fundraising and resource mobilisation strategy. Develop and implement an emergency communications model enabling the Federation to produce and disseminate quality material (footage, photos, and stories) and arrange interviews with pre-identified spokespeople during the first hours after a disaster or a crisis arises. Design and develop an advocacy strategy in line with/in support to IFRC humanitarian diplomacy for advancing the interest of the most vulnerable. Support and promote longer-term communication and advocacy global campaigns and foster a culture of campaigning within the IFRC. Develop IFRC public website as a reference centre for humanitarian and developmental issues, especially for disasters and health crisis. Develop multimedia materials intended for both media and National Societies, to highlight the RCRC involvement and action. Handle relations with international media both reactively and proactively (through partnerships for example), in order to scale up quality media coverage of Red Cross Red Crescent voice and activities. Develop a framework and modules to support reputation management. Mainstream social media and other relevant web-based channels to promote IFRC messaging, products and communication strategies. Optimize visibility of donors, stakeholders and National Societies, as required. Support institutional publications or events such as the World Disaster Report, the Annual Report/Appeal, the International Red Cross and Red Crescent Day. Work in synergy within the communication department's management team. Manage the current budget, while optimizing and further developing funding dedicated to public communication plans. |
