Purpose of position: | |
The evaluation, accountability and
learning (EAL) Movement Coordinator oversees performance and
accountability of the Federation (membership and secretariat) in Haiti.
The Coordinator ensures the identification of Federation-wide outcomes
and impact and works to ensure measures are taken to address lessons and
recommendations as part of an overall collective learning strategy. He
also contributes to gather information, knowledge, identification of
evaluation needs, identification of Lessons Learned. The Coordinator
will work with the Performance and Accountability Working Group and the
membership to identify and operationalize minimum standards and align
them to the Haitian context, ensuring accountability to beneficiaries
across membership programmes. The EAL Movement Coordinator will develop
and manage a learning strategy ensuring the development of a few key
'leave behind' products that can inform future recovery strategy and
operations in similarly complex environments. A membership evaluation framework along with a broad-scale learning strategy and standards ensuring accountability to beneficiaries will form a performance and accountability framework in Haiti. |

Description of Key Duties and Responsibilities: | |
Develop and oversee a comprehensive
Performance and Accountability Framework (PAF) to guide the
implementation of the collective Federation strategic framework and the
actions of the membership in Haiti. Components of the Performance and
Accountability Framework will include several items as detailed below: Develop and oversee an evaluation framework for the membership that corresponds to the strategic framework for Haiti. Work closely with various PMER functions to ensure the monitoring and reporting systems are aligned with the evaluation framework and inform the strategic framework and subsequent iterations. Work in a collaborative way to ensure the monitoring and evaluation systems inform each other. The evaluation framework at a minimum will document key outcomes of the membership and where possible, identify impact according to international standards and best practices. Define and implement a Learning startegy for the IFRC in Haiti in coordination with the Zone and Geneva, in order to transform individual thinking, evaluation conclusions, lessons learned, case studies, etc. into organisationnal knowledge Define a strategy in terms of Information Managmenet (IM) in order to support the coordination and learning mandate of the Federation. Monitor the online system in order to provide accurate support in terms of information sharing for the whole Movement of the RCRC. Manage the IM team. Responsible to monitor the environment and changing Haitian Recovery context and update the Strategic Framework as needed. Lead the development and management of a database of highly qualified evaluation consultants to support the IFRC secretariat and the membership in meeting the evaluation standards. Provide technical assistance to the membership in the design and management of programme evaluation. Manage and oversee the work of consultants hired to support outcome and impact identification. Work to ensure results, where relevant, are adequately captured in collective membership reporting Oversee the identification and implementation of minimum standards of accountability to beneficiaries across the membership following objectives established by the performance and accountability working group (transparency, participation, M&E and complaints and response mechanisms) Support the development of technical partnerships with the Government of Haiti, technical inter-agency cluster working groups, regarding impact evaluation, aligning resources and efforts where relevant. Coordinate closely with management to ensure appropriate identification and use of strategic information. LATERAL RELATIONSHIPS: Ensure effective working relationships with head of programmes and missions of Participating National Societies. Ensure effective working relationships with technical teams and services units and departments at Zone and Global Secretariat level, including but not limited to those working in planning, monitoring, evaluation, reporting, Federation-wide reporting and information management. Ensure effective working relationships with counterparts within Government of Haiti, Interim Haiti Recovery Commission, Recovery Clusters and various UN organizations ACCOUNTABILITY: To ensure efficient and effective management of Federation resources in the operations/programmes under the areas of responsibility. To ensure that the International Federation Secretariat in Panama and Geneva, through the relevant counterpart(s), is kept fully informed on cooperation/coordination developments in the country and on the operations/programmes within areas of responsibility. To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operation. To seek management and policy advice and guidance as required. |
