Purpose of position: | |
To support Yemen Red Crescent Society to deliver on the Global Agenda and Framework for Action. Encourage YRCS and the RCRC partners in Yemen to create and nurture a conducive environment to ensure close coordination between Movement partners in Yemen and with external humanitarian actors, building a framework for Movement cooperation: Furthermore to scale up the response to the increasing humanitarian needs and provide urgent support for building up the capacity of YRCS to respond to the urgent and presssing needs in the country. | |
Description of Key Duties and Responsibilities: | |
Support to YRCS Proactively promote the institutional and programme development of YRCS by establishing a supportive working relationship in particular with its managing and governing leadership Provide regular feedback and information to the YRCS leadership concerning Federation Secretariat policies, directions, plans, guidelines and other relevant matters to enable YRCS to optimise its effectiveness as a member of the IFRC Assist YRCS to provide quality planning, monitoring, evaluation and reporting of its programmes Support YRCS capacity building within developing strategic planning, operational response plans, implementation, including relief and logistics Contribute to YRCS efforts in building effective partnership and diversification of funding sources for long term sustainable resources Coordination Provide a framework for Movement Coordination with PNS and ICRC. Promote a confident and close collaborative working environment amongst the movement partners in Yemen Support and facilitate RCRC engagement with external humanitarian actors including the IASC clusters. Actively participate within the Humanitarian Country Team and other coordination fora in Yemen Humanitarian Diplomacy Monitor and analyze the political, economic and social trends within the region as they affect the work of the Movement for planning purposes and for keeping the MENA Zone and other partners informed Provide assistance with the support of MENA Zone to YRCS to develop effective advocacy, communication and external relations, and ensure that these build on and promote IFRC priorities Proactively engage in humanitarian diplomacy, which includes building good relations with national authorities, international and national organisations, embassies, donors and national and international media Take initiatives to raise funds in Yemen in support of the Federation appeals and activities and for YRCS programmes in close coordination with the Zone Office, the Regional Office and the National Society Activitely advocate the IFRC image and visibility as the world's largest humanitarian network Ensure effective cooperation with ICRC in representation and advocacy work Delegation management Manage the IFRC office and resources, including personnel, security, fixed assets and other resources in accordance with Secretariat procedures and regulations Focus on developing appropriate Federation structures Ensure that the delegation planning, budgeting and reporting is carried out in a timely and appropriate manner in accordance with Secretariat requirements, formats and standards Ensure effective working relationships with technical and services departments at the regional office, the Zone office and Geneva Secretariat level Report to the MENA Zone Regional office for the Gulf as required and agreed on in-country developments and on the work of the country office Support YRCS disaster response by coordinating and integrating external resources and in preparing and budgeting emergency relief appeals and national annual programmes Ensure sound financial management and risk management of IFRC programming according to approved plans and budgets, and in compliance with IFRC procedures, regulations and policies in the area of operation Programme management Promote adequate coordination of the in-country efforts of the entire International Federation aimed at ensuring coherence and maximum effectiveness of actions and initiatives of all members Support the development of a comprehensive response plan and appeal for the food security crisis in Yemen. Furthermore, ensure proper contingency planning activities during non-emergency periods. Ensure relevant and effective monitoring and evaluation of programme in accordance with best practice Ensure lessons learned processes and exit strategies The Federation Representative in Yemen will serve as MENA Zone focal point for supporting the Yemen Red Crescent Society (YRCS) in planning, implementing and monitoring projects supported through the Strategy to Distribute 2004 Tsunami Operation Residual Fund, and for endorsing these projects. Specific responsibilities include: Providing YRCS with technical and strategic advice in developing a strategy and subsequent project proposal/development operational plan that reflects eligible programme areas for Tsunami Residual Funds; Developing, alongside the National Society, a Project Partnership Agreement that clearly defines the roles and responsibilities of the Secretariat in MENA and YRCS; Ensuring that the planned project matches priority areas for building community resilience and strengthening YRCS capacity to meet the needs of beneficiaries; Overseeing and supporting the implementation of the YRCS strategy/approved project and ensuring it meets necessary accountability and transparency standards; As budget holder, he/she is responsible for the financial management of the project and for ensuring that requirements for monitoring and reporting on project progress and performance are met through the development of a Monitoring and Evaluation Plan. |
