The Strategic Impact Evaluation Fund is
a new trust fund established within the World Bank to carry out and
support research evaluating the impact of programs to alleviate poverty.
The knowledge generated will provide evidence for designing more
effective policies and programs.
The fund was created with
the support of the British government's Department for International
Development. The fund will support impact evaluations of innovative
programs, capacity building on impact evaluation methods, and knowledge
sharing of results. The program, which is being managed by the World
Bank's Human Development Network, will run from 2012-2018.
The
SIEF will finance impact evaluations in the areas of: 1) Early
Childhood Nutrition, Health and Development, 2) Basic Education Service
Delivery, 3) Health Systems and Service Delivery and 4) Water Supply,
Sanitation, and Hygiene for Sustainable Human Development. These
research areas were chosen because of their strategic policy
significance for development agencies and country policymakers.
This
approach will generate cross-country evidence on how key programs work
in different countries. The new Strategic Impact Evaluation Fund will
build on the knowledge and research generated by the Spanish Trust Fund
for Impact Evaluation.
The World Bank is committed to helping countries meet the United Nations Millennium Development Goals.
Knowing what works - and doesn't - is key to designing and delivering
effective programs that help people meet these goals. With more than
211 completed and 324 active impact evaluations applied in 72
countries, the World Bank is the largest development organization
systematically supporting and carrying out research on development
effectiveness. The World Bank's global reach and technical expertise
means that impact evaluation results are accessible and useful to
countries seeking to craft policies that deliver tangible benefits.
Fund Objectives
- Generate a solid evidence base on the development effectiveness of programs affecting health, nutrition and education
- Build capacity for understanding and using monitoring and evaluation, particularly impact evaluation techniques, through regional training workshops and toolkits
- Improve access to impact evaluation results to support evidence-based policymaking
