Background
|
Under the direct supervision of the HR Manager
and the guidance of the Deputy Country Director (Operations), the HR
Officer provides full substantive and analytical support on a wide
spectrum of complex HR services, including recruitment, remunerations,
retention, learning and staff development. S/he provides supports to the
HR Manager and work closely with the HR Associates on performance
management and mentoring programme to ensure its effective
implementation.
The HR Officer contributes to the formulation
and effective implementation of HR initiatives, business processes
improvement and the functioning of key HR services. S/he promotes a
collaborative, client-oriented approach and support the maintenance of
high staff morale.
The HR Officer can provide guidance to
support staff in the HR Unit and work closely as the alternate to both
HR Associates to ensure proper functioning of the wellbeing and staff
development components. S/he works in collaboration with the operations,
programme and project teams in the CO for resolving complex HR-related
issues.

Duties and Responsibilities
|
Summary of Key Functions:
- Implementation of human resources, HR strategies and policies
- Execution of full human resources services
- Performance management and learning and career development
- Conduct of UN-related surveys
- Facilitation of knowledge building and knowledge sharing
1. Ensures
effective implementation of HR strategies and policies, adapts
processes and procedures focusing on achievement of the following
results:
- Full compliance of HR recording and
reporting systems with UN rules and regulations, UNDP policies,
procedures and strategies; effective implementation of the internal
control framework, proper functioning of the HR management system.
- Research,
analysis and documenting best HR practices to ensure the
start-of-the-art HR service delivery, staff retention and development.
- Provision
of advice and information on corporate strategies, changes in rules and
regulations, implementation of personnel rules, strategic use of
contractual modalities, application of entitlements, change management
processes.
- CO HR business processes mapping and
elaboration of the content of internal Standard Operating Procedures
(SOPs) in HR management.
2. Provides support and ensures effective execution of HR services focusing on achievement of the following results:
- Management
of recruitment processes, including reviewing job descriptions,
provision of input to job classification, vacancy announcement,
screening of candidates, and facilitating interview panels.
- Creation,
update and management of information related to position and performing
the functions of HR Administrator, Position Administrator and Absence
Processor if required
- Preparation and preliminary review of the submissions to the Compliance Review Panel/Board
- Management
of contracts, monitoring and tracking of all transactions related to
positions, recruitment, HR data, benefits, earnings/deductions,
retroactivity, recoveries, adjustments and separations through Atlas.
- Administration
of benefits and entitlement, work-life initiatives, and promoting the
well-being of all staff working in the office and providing analytical
inputs to the global staff satisfaction survey
- Development and management of the rosters and candidates pool.
- Ensure successful implementation of the marketing approach to recruitment and key initiatives related to employment branding;
3. Provides
support to proper staff performance management and learning and career
development focusing on achievement of the following results:
- Analysis
of requirements and elaboration of the protocol for performance
appraisal process, facilitation of the process and maintenance of the
related data
- Participation in preparation of the Whole
Office Learning plan and individual learning plans in consultation with
the Senior Management, HR Manager, and HR Associate (Learning).
- Support
key initiatives in enhancing learning cultures, and the design and
implementation of new interventions related to management of learning in
the office;
4. Ensures conduct of UN-related surveys focusing on achievement of the following results:
- Collection
of information and preparation of reports for comprehensive and interim
local salary, hardship and place-to-place surveys, and remuneration
surveys for SC. Participation in the work of LSSC.
- Ensure proper implementation and communications of the remuneration survey processes and finding.
5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Organization of training materials for the programmes, operations, and projects staff on HR issues.
- Synthesis of lessons learnt and best practices in HR.
- Sound contributions to knowledge networks and communities of practice.
Impact of Results
The
key results have an impact on the overall efficiency of CO HR services
and consequently, result in the success of the Operations Unit. Accurate
analysis, reporting, proposals on systems enhancement strengthen UNDP
credibility as an effective and efficient organization in the HR sector.
The information and proposal provided facilitates decision making of
the management.

Required Skills and Experience
|
- Master’s Degree or equivalent in HR, Business Administration, Public Administration or related field.
- Relevant
experience at the national or international level in providing HR
advisory services and/or managing staff and operational system.
- Experience
in the usage of computers and office software packages (MS Word, Excel,
etc) and experience in handling of web based management systems.
- Fluency in the English and Khmer
