Population and Development International (PDI) is a US-based non-profit corporation with a mission of “empowering poor communities to build sustainable capacity for income generating opportunities and health development to eradicate poverty.” For over 20 years, PDI has provided assistance to local NGOs in Asian countries such as Thailand, Laos, Vietnam, Sri Lanka and India to implement poverty alleviation programs.
In 2010, PDI established Population and Development International - Cambodia (PDI-Cambodia), an international NGO in Cambodia, to implement the Village Development Partnership Project (VDP) in selected villages in Soutr Nikom district of Siem Reap province. The VDP is a village-based empowerment program focusing on five key areas: village institutional development, capacity building for income generation, health, environmental conservation, and education development.
PDI-Cambodia launched a second program in 2012 called the Social Enterprise Development Program (SED), a training and support program for NGOs and individual entrepreneurs to set up and run successful social enterprises. The primary purpose is to promote financial self-sustainability among NGOs and increase economic activity in Cambodia. SED begins with an intensive two-month training that covers essential business skills tailored for social enterprise. At the end of the training, participants formally present their business plans to a panel of judges who grant seed funding to qualified organizations. SED continues with monthly follow-up workshops for participants to ensure their entrepreneurial success.
PDI-C seeks a qualified and passionate individual to fill the critical position of Administrative and Accounting Officer, whose role is to manage the organization’s administrative and accounting functions, including coordinating preparation of the annual and quarterly budgets, finances, financial reporting, procurement, and compliance. The Officer reports to the Country Coordinator and will assist the Country Coordinator to supervise other team members. The Officer will support the Operation team in village activities and trainings when required by the project, as well.

Candidates should have the following qualifications:
- A certificate or degree in Accounting.
- A minimum of 3 years experience with an international NGO or an international aid agency in project administration and management, project accounting, procurement, and disbursement.
- Fluent use of Quickbooks and ability to teach the program to other staff.
- Experience and knowledge in navigating and interacting with potential stakeholders (i.e. government agencies, NGOs, suppliers, and rural communities).
- Fluency in reading, writing, and speaking both in English and Khmer languages.
- Fluent skills in Microsoft Word, Excel, PowerPoint, and oral presentations.
- Highly self-motivated, organized, efficient, and accustomed to working with new initiatives.
- Experience managing staff is preferred.
- Current residency in Siem Reap.
