FHI 360 is recruiting a creative, enthusiastic and innovative candidate to fill in the following position:
Technical Assistance Advisor M&E – Phnom Penh (5 month contract)
The Technical Assistance Advisor, M&E is a senior position and will work under the direction of the Associate Director, Strategic Information, with strong linkages to all other FHI 360 Units (Prevention, Care and Treatment, and SBC). The Technical Assistance Advisor will provide the technical support to design and update M&E systems for overall FHI 360 HIV prevention, care and treatment, tuberculosis, and malaria prevention activities. A key role will be to identify gaps, support grants review across the partners, and assist the stakeholders in proposal development process.
Responsibilities include but are not limited to:
- Analyze the M&E system needs and update and upgrade M&E system, continuing the development of a set of Key Performance Indicators for external partners, and assessing how these can be linked to performance-related payment contract
- Organize comprehensive monitoring to FHI 360 implementing agencies when there are concerns regarding the achievement of targets
- Conduct systematic analysis and triangulation of available data and provide feedback to the management team on findings on a regular basis, including work related to on-going needs-assessments
- Provide direct technical assistance and capacity building to sites on M&E issues, especially data quality, data management, HMIS, data analysis and data use
- Assist in the application of program/project monitoring and evaluation results to modify existing M&E programs
- Assist in all M&E activities and report preparation in the close-out of USAID-funded PRASIT project.
- Assist in the provision of monthly, quarterly, semi-annual and annual reporting to donors and head office
Minimum Requirements - Education and Experience:
- Master’s degree in public health, social science, development, or related field; or M.D. degree
- International M&E experience outside of Cambodia is desirable
- At least 5-year proven M&E experience
- Understanding of Cambodian context and epidemiology
- Team working and collaboration
- Understanding of different donor requirements
- Ability to meet deadlines
- Excellent English oral and writing skills
- This post is open to very experienced Khmer nationals or local expatriate/Third Country Nationals
