HUMAN RESOURCE & ADMINISTRATION MANAGER
Essential Duties and Responsibilities:
- Properly develop maintain the filing system for HR related documents and personnel files.
- Manage, implement and suggest improvement of the HR policies as needed.
- Develop an online staff database system.
- Produce and maintain the staff database to include contract information, contract details, and primary dependents for benefits.
- Guide the management team with recruitment and training of new staff.
- Conduct HR orientation for new and existing staff, volunteers and interns.
- Produce monthly payroll for staff in cooperation with the Finance Department.
- Facilitate staff coaching meetings and appraisals.
- Review the checklist for expirations and deadlines of MoU, Insurance, contract, etc. and communicate deadlines to the Executive Director/Director of Operations or relevant Program Managers.
- Edit and put in the correct format to all important external letters, correspondence, appointment letters, reports, and documents.
- Record and maintain all of TI Cambodia’s fixed assets.
- Assist the Executive Director/Director of Operations in reporting to Government Ministries as required, in accordance with the applicable laws or MoU.
Essential Qualifications:
- Cambodian national.
- Tertiary qualifications in Human Resource Management and/or related field.
- Minimum of 7 years of professional experience in HR and administration. Preferably 5 years in a management position in local or international organizations in Cambodia.
- Good experience dealing with employee relations in a multi-cultural environment.
- Sound knowledge of HR policies, HR Practices and HR-related laws and regulations
- Good communication skills in English both in writing and speaking, and the ability to translate from English into Khmer, and Khmer into English.
- Very good knowledge of computer software especially Microsoft Office applications.
- Familiar with protocols and correspondence formats with different institutions in Cambodia including the Government and non-governmental organizations.
- Effective interpersonal and conflict management skills, including the ability to build and maintain relationships with people from diverse backgrounds.
- Ability to manage multiple work assignments and establish priorities.
- Sound knowledge and commitment to the promotion of integrity, good governance and anti-corruption.
- Ability to work independently, under pressure and with a high level of commitment to complete the tasks on time and to a high standard.
