Tetra
Tech ARD requests expressions of interest from highly qualified Legal
Urban Specialist candidates for one our active USAID funded projects in
Afghanistan. The overall objectives of LARA are to strengthen and
support the Government of the Islamic Republic of Afghanistan (GIRoA)
institutions dealing with land, principally the Afghan Land Authority
(ALA), by providing necessary technical assistance so they can more
effectively meet their objectives in land management and planning, and
to create Afghan capacity to successfully design, manage and implement
needed land reform.
Responsibilities:
*Carry out an in-depth review of the existing land-related and urban planning legislation in consultation with the Legal Department of IDLG/GDMA and the Norms & Standards and Legal Departments of MUDA, analyze existing urban sector policies, regulatory acts, decrees and other legal instruments relevant to city and land-use development, in reference to common international legislation, including norms & standards;
*In close consultation with the legal staff of the above-mentioned institutions and LARA’s Component 1 and 2, carry out a number of consultation workshops to analyze bottlenecks and hindrances to the development of an enabling legal framework for the urban planning in Afghanistan;
*Develop appropriate recommendations for the improvement of the current legal urban framework in consultations with local and central government;
*Hold participatory workshops (“Legal Clinics”) with junior and senior legal staff of MUDA and IDLG/GDMA.
Qualifications:
*University degree in Law, preferably in Urban Planning Law;
*Knowledge of International Urban laws and regulations applicable at a central and local government level;
*Knowledge and/or work experience with the urban planning situation in countries in transition and/or the Central Asian region;
*Firsthand experience in Afghanistan will be highly valued; even more so if in relation with Afghan urban institutions and agencies;
*Proven work experience with government and public administration and the legal framework;
*Prior experience in developing legislative recommendations/amendments particularly with regards to land, urban planning and regularization of informal settlements;
*Excellent reporting and presentation skills;
*Strong analytical and inter-personal skills;
*Strong skills in training and coaching civil servants;
*Ability to develop good quality and illustrated training materials;
*Be able/willing to travel to Jalalabad once/twice to conduct research and training;
*Excellent knowledge of computer in MS Office package (Word, Excel, PowerPoint)
*Working knowledge of Dari/Pashtu would be greatly appreciated but is not a requisite.
